MP Makali Mulu: Performance of Ruto’s govt is below expectations

Kitui Central MP Makali Mulu has criticised President William Ruto’s administration, saying its performance is “below expectations.”

Speaking on a local TV station on September 15, 2025, Mulu highlighted a gap between the Kenya Kwanza coalition’s campaign promises and their delivery.

“The truth of the matter is that the performance of Ruto’s government is below expectations,” Mulu noted with concern.

Mulu expressed concerns over the gap between campaign promises and the current government’s delivery, saying the assessment of President Ruto’s performance shows only about 5 per cent achievement.

“We have so many promises which were given to us as Kenyans during the campaigns anytime I watch the debate about Ruto at 3, it educates citizens in terms of what was promised and what has been delivered, when we look into the assessment of the performance is actually leading to about 5 percent achievement, meaning we have been very gentle in terms of assessing the current regime,” he said.

Mulu added that the administration is attempting “all tricks in the book to secure a second term” and urged Kenyans to remain vigilant, warning, “How I wish Kenyans would remain alert and smart to see the tricks being played behind the scenes.”

Housing programme

Mulu pointed to the government’s flagship Affordable Housing Programme as a key area of concern.

“The issue of Housing was not well thought out,” he said, referencing the Kenya Kwanza manifesto’s pledge to construct 200,000–250,000 housing units annually, totalling one million over five years.

He added, “We are now falling too far short of what was expected in terms of what has been constructed compared to what was supposed to have been constructed is a clear sign that we are doing very badly.”

The MP also questioned the allocation process, noting discrepancies between the legal framework and presidential actions.

“There’s no harm when we see our footballers given housing by the president, but does it fit the law? And if it doesn’t, then it means at the end of the day we’re going to have a framework which will not be enforced, and that’s how issues of corruption come in.”

“I have watched the PS housing many times explaining what they are planning to do once these houses are constructed and what the president is doing is far from what the PS is telling Kenyans,” he said, highlighting a disconnect between official plans and presidential decisions that, he argued, could undermine public trust in the programme.

Public confidence

Other leaders have echoed Mulu’s criticism.

Wiper Party leader Kalonzo Musyoka accused the government of failing to deliver on its “Bottom-Up Economic Transformation Agenda.”

Speaking on August 9, 2025, he asked, “Three years later today, we dare ask you, are your lives better?” He cited polls showing that 86% of Kenyans have lost faith in the government, citing rising taxes, poorly planned policies, and rampant corruption as key reasons.

Former Roots Party running mate Justina Wamae also raised fiscal concerns over teachers’ welfare, posting on September 14, 2025: “Beloved teachers, hii pesa mtolewe wapi? At a time when 48% of ordinary revenue goes to debt repayment.”

Challenges

Mulu also criticised the 2025/26 budget as “not a pro-mwananchi budget but rather an executive-centred one,” noting that funds were cut from education and disability programs to boost the police budget.

While Nairobi Woman Representative Esther Passaris described the allocation of 20% of affordable housing units to teachers as “a bold step toward inclusive homeownership,” Githunguri MP Gathoni Wamuchomba questioned its sincerity: “I saw teachers dancing with the president, very excited. Kwani, what did he give them?
