PS Omollo unveils plans for National Cybersecurity Agency after parliamentary approval
Principal Secretary (PS) for Internal Security Raymond Omollo has outlined the government’s next phase in strengthening Kenya’s digital security architecture after Parliament approved the establishment of the National Cybersecurity Agency, saying the institution will play a critical role in safeguarding the country’s rapidly growing digital economy.
Speaking through his X account on Monday, June 22, 2026, Omollo described the parliamentary approval as a major milestone under President William Ruto’s administration in strengthening the country’s cybersecurity systems amid rising digital threats.

Agency to boost digital security
Omollo said the newly created autonomous body will coordinate national cybersecurity efforts while protecting critical information infrastructure against increasing cyber threats targeting both public and private institutions.
“The autonomous body will coordinate national cybersecurity efforts, safeguard critical information infrastructure and respond to emerging threats such as ransomware attacks, data breaches and misinformation campaigns,” Omollo said.
The government has in recent years raised concern over the increasing number of cyber attacks targeting financial institutions, government systems and digital platforms, with experts warning that weak cybersecurity structures could expose sensitive data, disrupt essential services and undermine public confidence in Kenya’s expanding digital space.
The PS noted that the agency comes at a time when Kenya is experiencing rapid digital expansion across sectors including banking, mobile money, education, healthcare and government services.
Collaboration across key sectors
According to Omollo, one of the agency’s biggest priorities will be strengthening partnerships between government institutions, the private sector, universities and global partners to improve the country’s digital resilience.
“The NCSA will also enhance collaboration between government, industry, academia and international partners, ensuring our growing digital economy remains secure, robust and trusted,” he stated.
Parliament gives final approval
Parliament on Monday approved the agency following adoption of the National Cybersecurity Agency Order, 2026 issued under the State Corporations Act. Officials say the institution will oversee national cybersecurity strategy, manage the National Cybersecurity Operations Centre and audit critical digital systems nationwide.
The agency will also establish a Centre of Excellence focused on research, innovation and advanced cybersecurity training as the government moves to position Kenya as a trusted regional technology hub while tackling rising cybercrime threats facing the country’s expanding digital economy.
