IEBC fines MP David Gikaria Ksh2.5M
The Independent Electoral and Boundaries Commission (IEBC) has fined Nakuru Town West MP David Gikaria Ksh2.5 million over remarks he made while campaigning for UDA candidate Samuel Muchina ahead of the Ol Kalou parliamentary by-election.
The decision was delivered by the Commission’s Electoral Code of Conduct Enforcement Committee on Tuesday, July 14, 2026, following a lengthy hearing at which Gikaria had been summoned to respond to complaints arising from his campaign remarks.

Reading the committee’s determination, Commissioner Alutalala Mukhwana announced that the legislator had been found culpable on all three counts brought against him.
The committee ordered Gikaria to pay a fine of Ksh2.5 million within 48 hours, warning that failure to comply would attract additional sanctions, including possible exclusion from participating in any future electoral activities conducted or supervised by the IEBC.
“If established, the Honourable David Gikaria will be prosecuted criminally under the law. Order number five, that the Honourable David Gikaria is hereby condemned to pay a fine of 2.5 million Kenyan shillings within 48 hours of this determination.
‘’Failure to comply with these orders will attract further sanctions, including but not limited to barring the Honourable David Gikaria from participating in any further electoral activity conducted and supervised by this Commission,” Mukhwana ruled.
IEBC’s findings

In its findings, the committee said it had reviewed all submissions presented before it, including authenticated digital evidence, and concluded that Gikaria had violated the Electoral Code of Conduct.
As part of the sanctions, the MP was issued a severe formal warning and ordered to immediately stop making statements that imply financial inducement or rewards to voters.
The committee also warned him against making misleading statements regarding statutory voting requirements, noting that his remarks had the potential to misinform members of the public about the documents required for voting.
IEBC’s demands to Gikaria
Additionally, Gikaria, who is also eyeing the Nakuru senate seat in 2027, was directed to issue a public retraction and apology at the IEBC’s Anniversary Towers headquarters on Wednesday, July 15, 2026, at 10:00 a.m. before members of the public, residents of Ol Kalou and the nation, acknowledging that his remarks were wrong and undertaking not to repeat them.
The committee further directed that the authenticated video evidence presented during the proceedings be forwarded to the Office of the Director of Public Prosecutions (ODPP) for investigations into possible offences under the Elections Offences Act.
