Inside 3 parliamentary bills assented to law by President Ruto

President William Ruto has assented to three parliamentary bills, including the Miscellaneous Fees and Levies Amendment Act, 2026; the Coffee Act, 2023 (Mediated Version); and the Meteorology Act, 2023.

The Head of State assented to the three bills into law on Friday, March 13, 2026, at State House, Nairobi, alongside Deputy President Kithure Kindiki and Prime Cabinet Secretary Musalia Mudavadi.

“Signed three bills into law at the State House, Nairobi. They are the Miscellaneous Fees and Levies (Amendment) Act, 2026, the Coffee Act, 2023 (Mediated Version), and the Meteorology Act, 2023,” Ruto said.

The Coffee Act

According to Ruto, the new Coffee Act strengthens the development and regulation of the coffee industry by establishing the Coffee Board of Kenya to regulate and promote the sector.

The Coffee Act Bill, which was sponsored by Kigumo MP James Murango and co-sponsored by majority leader Kimani Ichung’wah, seeks to bring forth changes intended to revive Kenya’s once-thriving coffee industry.

In addition, the new Coffee Act also creates the Coffee Research and Training Institute.

Rail Act

The Miscellaneous Fees and Levies (Amendment) Bill, 2026, was sponsored by Majority Leader Kimani Ichung’wah and seeks to expand the scope of the Railway Development Levy.

Worth noting, the Miscellaneous Fees and Levies (Amendment) Act, 2026, expands the scope of the Railway Development Levy beyond the Standard Gauge Railway to support broader railway infrastructure and strengthen financing and management of the levy.

Similarly, the Miscellaneous Fees and Levies (Amendment) Act, 2026, establishes the Railway Development Fund Board, which will be responsible for the administration and management of the Railway Development Levy Fund.

Metrological Act

The Meteorology Bill, 2023, was sponsored by Senate Majority Leader Aaron Cheruiyot, and it seeks to modernise meteorological services in the country.

The law establishes a comprehensive legislative framework to regulate meteorological services in Kenya and to coordinate the delivery and monitoring of weather- and climate-related services across the country.

The Meteorology Act, 2023, seeks to establish a legislative framework to regulate meteorological services in Kenya and coordinate their delivery.

In addition, the law also establishes the Meteorology Training and Research Directorate, the successor to the current Institute for Meteorological Training and Research.
