Gor Mahia slapped with heavy fine for matchday security breach

The Football Kenya Federation (FKF) Disciplinary Committee has sanctioned Gor Mahia FC for violating FKF Regulations and the CAF Disciplinary Code following a security breach that occurred during their FKF Premier League match against Bidco United on September 21, 2025, at Kasarani Stadium, slapping the record Kenyan Premier League champions with a Ksh300,000 over the same offence.

FKF ruling

In its ruling, the Committee found Gor Mahia culpable for failing to maintain adequate order and security during the match, despite having contracted third-party vendors to manage ticketing and access control. The Committee maintained that the club bears a non-delegable duty of care to ensure the safety, order, and proper supervision of events at all times.

According to the committee statement released on Friday, October 31, 2025 , Gor Mahia’s responsibility under both CAF and FIFA disciplinary frameworks remains intact regardless of whether operational functions are outsourced. This means the club cannot evade accountability for incidents occurring in or around the stadium.

The FKF Disciplinary Committee reaffirmed two key principles:

Under the Strict Liability Standard, clubs are responsible for incidents at the stadium, irrespective of fault or negligence.

The Doctrine of Vicarious Liability extends this responsibility to the actions or omissions of contractors, service providers, or other third parties working on behalf of the club.

Imposed sanctions

As a result, the Committee imposed the following sanctions on Gor Mahia:

  1. A formal finding of culpability for failure to maintain adequate security and order.
  2. A formal warning directing the club to exercise greater diligence in fulfilling its duty of care during matchdays.
  3. A fine of Ksh300,000, payable within 14 days.

The FKF Disciplinary Committee further warned that any recurrence of similar incidents in the future will attract more severe penalties.

The Committee also announced that a detailed Reasoned Decision outlining the legal analysis of the case will be released on November 4, 2025, after which Gor Mahia will have the right to appeal as provided under the FKF Rules and Regulations (2024).
