Mbadi differs with Raila over stand on CDF

Treasury Cabinet Secretary John Mbadi has affirmed his support for the Constituency Development Funds (CDF) kitty, offering a dissenting take to his party leaders, Raila Odinga, while siding with MPs.

Speaking during ODM’s PG meeting in Machakos on Monday, September 22, 2025, Mbadi stated that he supports the MPs’ administration of the funds, contrary to Raila’s position of redirecting the kitty’s resources to county governments for better efficiency and accountability.

“I personally support the NG CDF. I know you have a different view on that, but as your expert, I must report that I support NG CDF,” he stated.

Regarding the allocations, Mbadi revealed that the treasury had commenced disbursing the funds, having allocated a budget of Ksh58.8 billion

“For the first time since 2013, we have transferred all the shareable revenue to counties. It’s all we have been fighting for. On CDF, we have provided Ksh58.8 billion for NG CDF for this year again. We will start disbursing the money from October; every month we will be doing Ksh7 billion,” he stated.

“If you send experts to the government and something comes out, we should say it,” he added.

His sentiments come after Junet Mohammed revealed that he would convince Raila to change his stance regarding the funds meant for socio-economic development projects at the grassroots level.

Speaking in the National Assembly on Tuesday, August 19, 2025, he stated that he will take a step and help convince the former prime minister to soften his stance on NG-CDF.

“Mr Speaker, I want to take this as a minority leader responsibility to go and persuade my party leader to leave that position he has taken on CDF,” Junet stated.

He went on to explain that many people still confuse NGCDF with its earlier functions.

Junet contended that the fund has since been reformed and now has a clear separation of roles, focusing only on functions that are not devolved but limited to the national government, such as education, security, and other areas under national jurisdiction, while avoiding any roles meant for county governments.
