Junet Mohamed vows to persuade Raila to ditch his stance on NG-CDF
Suna East MP Junet Mohamed has committed himself to engaging Raila Odinga and persuading him to change his current stance on the National Government Constituency Development Fund (NG-CDF).
While speaking in the National Assembly on Tuesday, August 19, 2025, he stated that he will take a step and help convince the former prime minister to soften his stance on NG-CDF.

“Mr Speaker, I want to take this as a minority leader responsibility to go and persuade my party leader to leave that position he has taken on CDF,” Junet stated.
He went on to explain that many people still confuse NGCDF with its earlier functions.
According to him, the fund has since been reformed and now has a clear separation of roles, focusing only on functions that are not devolved but limited to the national government, such as education, security, and other areas under national jurisdiction, while avoiding any roles meant for county governments.
Function of NG-CDF
Junet further argued that even if MPs are denied control of the fund, it would not be redirected to county governments. Instead, he said, the money would remain part of the national government’s share after the division of revenue between the national and county levels.
He emphasised that NGCDF has no connection to devolution, adding that if MPs were stripped of its management, the fund could still be handled by county commissioners, who are part of the national government, to build schools and strengthen security infrastructure.
Junet concluded by saying that Parliament’s current criticism from both President William Ruto and the ODM leader was proof of how important the house is.
“If you see someone being bashed or under onslaught, just like the Parliament is currently and being condemned by both the President and the ODM leader, there is something good in it, and they know its value, and that is why they are doing so,” He added
