Homa Bay Cabinet approves key 2026 development priorities

The Homa Bay County Executive Committee has approved a wide range of policy and development decisions aimed at strengthening governance and improving service delivery in 2026.

The resolutions were passed during the 45th County Executive Committee meeting, chaired by Governor Gladys Wanga at the County Headquarters on Tuesday, December 9, 2025, days after she made significant changes to her Cabinet.

The Committee began by reviewing the county’s overall performance for 2025 and mapping out strategic priorities for the coming year. In an effort to boost efficiency in governance, the Cabinet approved the creation of specialised Cabinet Subcommittees to fast-track decision-making and speed up the execution of Cabinet resolutions.

Early childhood infrastructure expansion approved

Governor Wanga’s administration approved the confirmation of 400 Early Years Education (EYE) teachers to permanent and pensionable terms. The Cabinet also sanctioned the rollout of Phase II of the Ondao Kaunda Classrooms Programme, a project intended to expand access to quality learning spaces across the devolved unit.

Child health and protection boosted

To enhance child health and protection services, the Cabinet approved the countywide rollout of The Voice of Children Project. This initiative will be implemented in partnership with the Centre for Community Child Health.

Market cleanliness and water projects

Recognising the importance of sanitation and hygiene, the Committee approved the recruitment of labourers for cleaning services in Kadongo, Nyangweso, Oginga, and Sena markets. Additionally, the Cabinet directed the acceleration of ward-based water projects to improve access to a clean and reliable water supply across the county.

In the meeting, the Cabinet also endorsed the rollout of priority development projects under the Additional Allocations Act. These include:

Expansion of health facilities, water and sanitation upgrades, road improvements, investments in early learning infrastructure, climate-resilient interventions and focus on FY 2025/2026 delivery.

At the same time, preparations for the third quarter of the 2025/2026 financial year were reviewed and approved, with all departments directed to front-load programme implementation, speed up procurement processes, and enhance performance tracking.

In youth and talent development, the ongoing Genowa Governor’s Cup was acknowledged as a vital youth empowerment and community cohesion initiative. The tournament, which has expanded its reach this year, is being celebrated for promoting talent development and unity among young people during the festive season.
