Governor Nyong’o accuses Ruto’s govt of sabotaging devolution gains

Kisumu Governor Prof. Anyang’ Nyong’o has accused President William Ruto’s administration of undermining the devolution gains.
In a statement issued on Monday, April 22, 2025, Governor Nyong’o called on the national government to allow county governments to manage devolution.
While referencing the ongoing spat between the county governments and the national government over the management of road funds, Nyong’o argued that the Kenya Urban Roads Authority (KURA) and the Kenya Rural Roads Authority (KERA) need not exist if the national government is prepared to fully implement devolution.
“This is in reference to the ongoing spat between the County Govemments and the National Govermanent over the management of road funds. The Kenya Urban Roads Authority (KURA) and the Kenya Rural Roads Authority (KERA) need not exist if the national government is prepared to fully implement devolution,” Nyong’o’s statement read in part.
Nyong’o on health management
He further stated that the governors have been able to manage health effectively and efficiently, yet the national government has been struggling with the Kenyatta National Hospital, which is not devolved.
According to Nyong’o, Ruto‘s regime has decided to go back to pre-devolution times of the Nyayo era.
“The counties manage health effectively and efficiently. The national government cannot even manage Kenyatta National Hospital, one of the very few health entities in its hands. The truth is that the Ruto regime has decided to go back to pre-devolution times of the Nyayo era. The 2010 constitution is a hindrance to its primitive accumulation schemes, which will affect not only devolution but the very ethos of building a national democratic and developmental state,” he stated.
He went ahead to call on the Council of Governors (CoG) and all progressive forces in the country to resist by all means any attempts to undermine the gains of devolution.
‘The Council of Governors and all progressive forces in our republic need to be aware of this fact and to resist it by all means necessary. The achievements of the Second Liberation must not be destroyed by this regime,” Nyong’o’s statement read.
