Senator Kajwang says 10-point agenda cannot be achieved in one year

Homa Bay Senator and County Public Accounts Committee (CPAK) Chairperson Moses Kajwang has stated that it is not possible to achieve the 10-point agenda within one year.

Speaking during an interview with a local media station on Tuesday, February 10, 2025, Kajwang said the five-member committee on the Implementation of the 10-Point Agenda (COIN-10) and NaDCO led by Agnes Zani cannot realistically resolve all the issues outlined in the 10-point agenda within such a short period, noting that the process requires more time and long-term planning.

He explained that the 10-point agenda was essentially a broad governance framework outlining how to run the country and address national challenges.

According to him, many of the issues included are historical in nature and require sustained planning and policy implementation over a longer period rather than quick fixes within a single year.

He described the agenda as a useful entry point and a summary of the key problems facing the nation but emphasised that meaningful implementation would take time.

“The 10 Point agenda, in my view, was really a manifesto on how to run Kenya. It was not going to be possible to achieve it within a year. That was not going to be possible because if you look at many of the issues, there are issues that we have inherited historically, and there are issues that require a longer planning horizon for us to fix. And so it was just a nice entry point. It was just a good summation of the challenges that this nation faces. It requires time for it to be implemented,” Kajwang stated.

The committee’s term limit

On the COIN-10’s term limit, which is set to expire in March, Kajwang noted that the team should provide a progress report on what has been achieved so far. However, he maintained that it would be unrealistic to expect all ten agenda items to be fully resolved within one year.

Sifuna’s reservations with COIN-10

This comes a week after the Orange Democratic Movement (ODM) secretary general Edwin Sifuna came out to criticise the committee, saying that it has delivered no meaningful progress ever since its reconstitution despite having adequate time.

Sifuna revealed that in June 2025, he publicly challenged the committee to stop what he termed ‘laxity’ and get to work. However, he said he was advised by former Prime Minister Raila Odinga to ease off and give the team an additional six months to implement the report.

He cited the audit of the 2022 General Election, one of the key pillars of the ten-point agenda, as a glaring example of inaction. Sifuna noted that no steps have been taken towards the audit, adding that the former IEBC CEO, who has since exited the commission, still has many unanswered questions to address concerning the 2022 general elections.

The senator also faulted the committee over budget cuts, another agenda item he says remains unimplemented. He argued that government wastage is still rampant, pointing to the Office of Deputy President Kithure Kindiki, which was recently put on the spot over heavy expenditure on travel.

Issuing an ultimatum to COIN-10

In a bold move, Sifuna issued a 30-day ultimatum, demanding that the committee move with speed and provide Kenyans with the final report

“Raila told me to give them 6 months; it’s already 6 months, and I am here to say they have 30 days to give a final report on the MOU, because the committee has done absolutely zero,” Sifuna stated.
