Kimemia advises govt to engage professionals in public service sector

Former Nyandarua County Governor Francis Kimemia has waded into the topic of the workings of the government, stating that the importance of a professional Public Service sector cannot be over-emphasized.
His sentiments following President William Ruto’s recent reshuffle of the executive and cabinet which elicited further public debate on his government’s capacity to deliver its promises amid criticism of the regime’s tendency to over rely on politicians to deliver its mandate as opposed to technocrats.
Speaking during an interview with a live radio on Thursday, April 3 in Nairobi, the administrator who served both in the Mwai Kibaki and Uhuru Kenyatta’s government, advised on the importance of relying on a competent public service to deliver the projects as opposed to politicians.

“The trick of statecraft is that you have a system that is able to trickle down to the village and know the feeling of people there. You have to really organize your statecraft in a manner that delivers results for the president and that is what I will advise that they also have to look at the quality of public service,” Kimemia responded to the secret to efficiency in governance.
He additionally advocated for the culture of embracing a performance contract culture to gauge the job done and domesticating political interest in the public policy.
“Once you finish politics, you can’t be politicking throughout, then you leave the technocracy to the public service. That is where it matters most are you able to transform the political statements into public policy. If you lose at that point, you’re done. If you leave it politicians, you’re done. You have to go to the professional in governance in the three arms. For the executive, it is the public service. Is it able to be organised and connected to deliver the various projects?” he posed.
Kimemia’s sentiments come as the performance of Kenya Kwanza’s administration has come under sharp scrutiny mid-way through its five-year tenure.
Speaking recently during a media interview on Thursday, March 27, 2025, Makueni Senator Dan Maanzo fingered the administration for its lack of competent personnel in critical cabinet positions.

Maanzo launched a sharp rebuke to Ruto’s tendency to place crucial government positions on the shoulders of individuals deemed inept only to embark on rolling of heads later.
“The bigger trouble is with the PSs and CSs. We have a lot of incompetent PS and CS in the country. I have seen this PS come before the house. Most of them are clueless as to what they are coming to do. A lot of them present materials to the house that are substandard and illegal in the house, and sometimes the government forces people to pass, like what happened with the SHA and SHIF. This is the problem,” Maanzo insisted.
