Maanzo decries prevalence of incompetent CSs in Ruto’s govt

Makueni County Senator Dan Maanzo has waded into the recent cabinet reshuffle done by President William Ruto, faulting the regime for its complicity in the incompetent personnel in key government positions.
Speaking during a live interview on a local TV station on Thursday, March 27, 2025, Maanzo launched a sharp rebuke to Ruto’s tendency to place crucial government positions on the shoulders of individuals deemed inept only to embark on a rolling of heads later.
Maanzo sought to calm down on the wide expectations and furore around the reshuffle that saw Geoffrey Ruku and Hannah Wendot among the new personnel set to head crucial government ministries.

“The bigger trouble is with the PSs and CSs. We have a lot of incompetent PS and CS in the country. I have seen this PS come before the house. Most of them are clueless as to what they are coming to do. A lot of them present materials to the house that are substandard and illegal in the house, and sometimes the government forces people to pass, like what happened with the SHA and SHIF. This is the problem,” Maanzo insisted.
While contrasting the economic situation of the country, Maanzo contended that former President Mwai Kibaki has a reasonably stable government, unlike Ruto’s regime, which is continuously hampered with perpetual changes in the ministries.
The senator further labelled the creation of new posts in the various government departments as motivated by political survival, emphasizing that they are the telling signs of Kenya Kwanza’s collapsing government.

In stark contrast, Maanzo backed the new Health CS Aden Duale to rise to the challenge facing Kenya’s medical sector.
Duale is set to occupy his third ministerial docket since the Kenya Kwanza regime took power in 2022.
“The only person I will say knows his job well is Duale. He is the only functional CS I know in the cabinet. The rest I’m sorry. From his presentation as the CS for defence, environment and as the majority leader during his functional PS in the cabinet, he brought six regulations thoroughly researched and complied with the law,” he added.
“We want him to tell us who stole Kenyan money in NHIF and prosecute them, recover the money, and bring it back to Kenyans. He has a huge challenge ahead of him, but he can do it,” he argued.
Senator Maanzo’s remarks follow after outgoing Public Service Cabinet Secretary Justin Muturi engaged in a public spat with President William Ruto recently.
Days before Ruto starts a weeklong tour of the Mt. Kenya region, he accused Muturi of incompetence when he served as Attorney General.
“I had a problem with the AG who was there before – he was fairly incompetent. But now, I have a very competent lady in the position, and I can assure you that the issues of Waqf will be sorted out within months,” Ruto said.
Ruto claimed Muturi had delayed the rollout of the Muslim Endowment Fund (Waqf), an Islamic concept of an endowment whereby property is dedicated for a religious, charitable, or benevolent purpose and overseen by a commission that had been proposed by Muslim leaders.
But that challenge, Ruto said, had been addressed since the appointment of Dorcas Oduor as Attorney General, with the President saying the fund will be activated.
