Uganda’s Museveni reshuffles Cabinet, removes 28 ministers in major govt shake-up

President Yoweri Museveni, who was recently sworn in for a seventh term following a closely watched and dramatic election victory, has begun the new 2026–2031 political cycle with a sweeping Cabinet reshuffle that removes 28 ministers from government.

The shake-up, announced on Tuesday, May 26, 2026, signals an immediate reorganisation of the executive branch as the administration moves into the 12th Parliament.

The changes, announced through an official statement issued under Articles 108 and related provisions of Uganda’s 1995 Constitution, mark the opening of the 2026–2031 political cycle and the formal start of the 12th Parliament’s legislative agenda. The overhaul signals a decisive consolidation of executive authority at the beginning of Museveni’s renewed mandate.

While several senior figures were retained to ensure continuity, including Vice President Jessica Alupo and Prime Minister Robinah Nabbanja, the reshuffle nonetheless introduced wide-ranging changes across key ministries, reshaping the country’s executive leadership landscape.

Among the most high-profile exits are long-serving Finance Minister Matia Kasaija, Foreign Affairs Minister Jeje Odongo, and Gender Minister Betty Amongi.

Also affected is Second Deputy Prime Minister Moses Ali, who exits after an exceptionally long ministerial career stretching back to the era of former President Idi Amin.

The shake-up also removed several influential figures across strategic sectors, including Energy Minister Ruth Nankabirwa, Government Chief Whip Hamson Obua, Public Service Minister Muruuli Mukasa, and Local Government Minister Raphael Magyezi.

In the security docket, Internal Affairs State Minister David Muhoozi was also relieved of his duties, while Defence Minister Jacob Marksons Oboth-Oboth exited the Cabinet following his election as Speaker of Parliament.

Additional changes extended into multiple ministries and state departments, affecting Peter Lokeris (Karamoja Affairs), Francis Mwebesa (Trade, Industry and Cooperatives), and Sam Cheptoris (Water and Environment).

Regional and state portfolios were similarly impacted, with Dr Kenneth Omona, Florence Nambozo, Jenipher Namuyangu, Fred Bwiino Kyagulaga, and Hellen Adoa all dropping from their respective roles.

The restructuring further reached the education and investment sectors, removing Dr Joyce Moriku Kaducu and Evelyne Anite. Others affected include John Mulimba, Peace Mutuuzo, Hellen Asamo, Gidudu Mafabi, and Godfrey Kabbyanga, representing portfolios ranging from regional affairs to disability, elderly affairs, and national guidance.

Rounding off the list of 28 dismissed ministers are Obiga Kania, Martin Mugarra, Fredrick Gume, and Musa Ecweru, completing one of the most extensive Cabinet reorganisations in recent Ugandan political history under Museveni’s renewed seven-term administration.
