Ruto restructures government in sweeping Executive Order

President William Ruto has reorganised the government by establishing seven new State Departments and transferring key functions within the Executive.

The changes were announced through Executive Order No. 1 of 2025, notifying all Cabinet Secretaries, Principal Secretaries and Heads of State Corporations of the realignments.

The new order, which repeals Executive Order No. 2 of 2023, outlines key changes signalling a possible reshuffle in the various ministries.

The key highlights include an updated Cabinet structure, reorganised State Departments, designated coordination roles under the Executive Office of the President, and realignment in line with the Bottom-Up Economic Transformation Agenda (BETA).

The seven new State Departments established include the State Department for National Government Coordination; the State Department for Science, Research and Innovation, the State Department for Public Investments and Assets Management; and the State Department for Special Programmes.

Others are the State Department for Aviation and Aerospace Development, the State Department for Children Services and the State Department for Justice, Human Rights and Constitutional Affairs.

“This Executive Order serves as the official reference document for the organisation of Government, delineating functions and coordination responsibilities across ministries and agencies. It ensures clarity, alignment, and accountability,” State House said.

Another key highlight of the Executive Order was the transfer of the functions of the State Department for Performance and Delivery Management to the Executive Office of the President.

The Executive Office of the President has been expanded to include the Office of the Chief of Staff and Head of Public Service, the Office of the Deputy Chief of Staff, the Strategy Delivery Unit, the President’s Delivery Unit, and the Presidential Economic Transformation Secretariat.

The move is intended to ensure seamless collaboration between different arms of government, particularly in implementing national policies and development programmes.

The Order has set in motion major changes, including delineating functions and coordinating responsibilities across Ministries and agencies.

The Ministry of Public Service, Human Capital Development and Special Programmes will now oversee the State Department for Public Service and Human Capital Development and the State Department for Special Programmes.

The Ministry of Roads and Transport, on the other hand, will supervise the State departments for Roads, Transport, as well as Aviation and Aerospace Development.

Also, the newly formed State Department for Justice, Human Rights and Constitutional Affairs has been assigned to the Office of the Attorney-General.

“The organisation of the Executive Office of the President, including all offices thereunder, is as set out in the Order. The Executive Order does not, in any way, vary, impede, or invalidate the ongoing reforms of State Corporations,” reads the order.

In March this year, President William Ruto made changes to his Cabinet, announcing new appointments and reassignments.
