ODM calls for swift implementation of 10-Point Agenda
By Cy Muganda, February 11, 2026The Orange Democratic Movement (ODM) has called on all stakeholders to urgently address impediments slowing the implementation of the 10-Point Agenda and the National Dialogue Committee (NADCO) report.
In resolutions issued on Wednesday, February 12, 2026, following a National Executive Committee (NEC) meeting in Mombasa, the party expressed concern over the pace of reform implementation and called for goodwill from all parties involved.
“The NEC received and deliberated upon a progress report on the implementation of the Party’s 10-Point Agenda and the work of the Committee tasked with overseeing the implementation of both the 10-Point Agenda and the NADCO Report,” the statement read.
Challenges encountered
According to the resolutions, the NEC acknowledged the efforts of the committee overseeing implementation while noting significant challenges hampering progress.
“The NEC expressed its appreciation to the Committee for its diligence and commitment despite notable challenges,” ODM stated.
The party urged all relevant stakeholders to demonstrate commitment to the agreed reforms.
“The NEC further called upon all relevant stakeholders and parties to urgently address the impediments that have slowed progress, and to demonstrate goodwill in ensuring the full and faithful implementation of agreed reforms,” the statement added.
The NEC also mandated National Assembly Leader of Minority Junet Mohammed to institute mechanisms ensuring a proposed allocation of Ksh450 billion to counties is made mandatory in the supplementary budget.
“With this regard, the NEC mandated the Leader of Minority Hon. Junet Mohammed to institute mechanisms to ensure the proposed allocation of Ksh450B to Counties is made mandatory in the supplementary budget,” the resolutions stated.

Criticism from ODM
The call for urgent action comes days after Nairobi Senator and former ODM Secretary General Edwin Sifuna criticised the Committee on the Implementation of the Ten-Point Agenda and the National Dialogue Committee Report (COIN-10), accusing it of failing to deliver any tangible results nearly a year after its formation.
Speaking during an interview with a local media station on Tuesday, February 3, 2026, the senator slammed the five-member committee chaired by Agnes Zani, saying it had made no meaningful progress despite having adequate time to act.
“Raila told me to give them 6 months; it’s already 6 months, and i am here to say they have 30 days to give a final report on the MOU, because the committee has done absolutely zero,” Sifuna stated.
