Duale backs KAMMP report condemning fraud in SHA

The Ministry of Health Cabinet Secretary Aden Duale has issued a response to the Kenya Association of Muslim Medical Professionals (KAMMP), condemning the healthcare fraud within the Social Health Authority (SHA).

In a post on his official X account on Monday, March 9, 2026, Duale, while defending the Authority, stated that the Ministry is committed to safeguarding the Social Health Authority’s integrity.

On his part, the Health CS affirmed his support for the report by the Kenya Association of Muslim Medical Professionals (KAMMP), condemning fraud.

“The Ministry of Health welcomes the strong stance taken by the Kenya Association of Muslim Medical Professionals (KAMMP) condemning fraud in our healthcare system and reaffirming that fraudulent claims undermine both the law and moral values,” Duale stated.

He went on to explain that the Ministry welcomes collaboration with professional bodies, faith-based organisations, and other stakeholders to strengthen accountability and advance the realisation of Universal Health Coverage (UHC) in the Country.

“The Ministry reiterates its commitment to safeguarding the integrity of the Social Health Authority (SHA) programme and welcomes collaboration with professional bodies, faith-based organisations and other stakeholders to strengthen accountability and advance the realization of Universal Health Coverage (UHC) in Kenya,” Duale said.

Muslim doctor’s plea

His remarks come after the Kenya Association of Muslim Medical Professionals (KAMMP) issued a statement warning that the health care fraud reported in the Country is haram in Islam and a crime under law.

“The Kenya Association of Muslim Medical Professionals (KAMMP) has strongly condemned fraud in Kenya’s healthcare system, warning that “healthcare fraud is theft – haram in Islam and a crime under law,” KAMMP said.

The association issued the warning following the closure of several health facilities by the Ministry of Health through the Kenya Medical Practitioners and Dentists Council (KMPDC) over fraudulent claims linked to the former National Hospital Insurance Fund (NHIF) and the new Social Health Authority (SHA).

Speaking during the KAMMP Iftar in Nairobi on Sunday 8 March 2026, Cabinet Secretary for Health Dr Aden Duale, in the presence of Social Health Authority Chairman Dr Abdi Mohamed, confirmed that multiple facilities have already been shut down and that investigations by the Directorate of Criminal Investigations (DCI) have resulted in several cases being forwarded to the Office of the Director of Public Prosecutions (ODPP) for prosecution.

KAMMP announced that it is deeply concerned that a significant proportion of facilities implicated in the first and second waves of closures appear to involve Muslim-owned facilities, many located in counties with majority Muslim populations.
