The Communications Authority of Kenya (CA) has stepped up enforcement against unlicensed courier and parcel service providers operating in Nairobi’s Eastleigh area.

In a statement released on Thursday, August 21, 2025, the Authority said it conducted a raid in collaboration with the National Police Service, collecting parcels, receipts, and consignment books, all of which have been preserved as court exhibits.

“The Authority, in undertaking its mandate on compliance and enforcement, conducted a raid on unlicensed service providers in the Eastleigh area of Nairobi. The raid, which was conducted in collaboration with the National Police Service, netted samples of parcels, receipts and consignment books that were collected and preserved as court exhibits,” the CA statement read in part.

Persons of interest from the unlicensed firms were held at the California Police Station and are expected to be arraigned at the Makadara Law Courts.

The operation was carried out by Section 67 of the Kenya Information and Communications Act, 1998, which prohibits the provision of communications services without a valid license.

“The individuals were held at the California Police Station and will be arraigned at the Makadara Law Courts. During the enforcement activity, the following firms were found to have been offering unlicensed parcel and courier services contrary to Section 67 of the Kenya Information and Communications Act, 1998,” CA noted.

“The Authority urges firms wishing to engage in parcel and courier services to apply for the requisite licenses from our offices in Nairobi, Kisumu, Eldoret, Nyeri, and Mombasa,” the statement read.

The Authority also cautioned members of the public to seek services only from CA-licensed providers.

“Dealing with licensed parcel and courier operators safeguards consumers, ensures secure and reliable delivery, and supports lawful and sustainable growth of the sector,” the statement added.

Under the law, operating a communications service without a valid license can lead to fines or imprisonment. These regulations are part of broader efforts to ensure that all service providers in Kenya’s communications sector meet the required standards and operate legally.
