Amisi demands Duale’s resignation as SHA fraud scandal deepens
Saboti MP Caleb Amisi has joined calls for accountability in the widening Social Health Authority (SHA) scandal, saying Health Cabinet Secretary Aden Duale should resign for what he describes as the ministry’s failure to protect public funds, a mistake that has worsened public mistrust.
Taking to his official X account on Wednesday, August 27, 2025, Amisis argued that there is no point in having Duale in office when the media and the public have uncovered the rot in the particular health authority.
Amisi’s call follows explosive actions showing large-scale irregularities in the SHA, the agency set up to manage Kenya’s Social Health Insurance Fund (SHIF). Recently, the SHA and the Ministry of Health have suspended scores of health facilities accused of fraudulent claims, and the authority has been forced into damage control after lists of beneficiaries and payments were published, then later pulled from the public portal.
‘”Why should Duale rush to gazette fraudulent recipients of SHA monies after they are exposed by the media? Is there any reason why we need a minister for health for now? Kenyans are performing that duty by themselves. Duale must resign now! Kenya needs a renaissance,” Amisi said.

The SHA probe has uncovered what investigators describe as ghost hospitals, fake claims and inflated billing that may have syphoned billions of shillings from the health fund. The Ministry of Health and SHA have since suspended dozens, and in some facilities, pending verification.
Duale’s response
Duale has defended the ministry and the SHA, accusing some media houses and saboteurs of fomenting a campaign to discredit the government’s health reforms. He has pledged a crackdown on fraud, saying the government will not tolerate the diversion of funds intended for universal health coverage.
Duale and ministry officials have also published lists of suspended facilities and vowed prosecutions where fraud is proven.
”No amount of propaganda or blackmail will deter us from fixing our healthcare system. We know saboteurs of SHA have recruited several groups, including some sections of the media, to advance their agenda. Let them be warned: We are fixing this thing regardless of the noise! Our work has just begun. We will not rest until every Kenyan has access to quality, affordable, and dignified healthcare, free from the burden of fraud,” CS Duale took to his X account on Monday, August 25, 2025.
