Senator Hillary Sigei to governors: You must be subject to accountability
Bomet Senator Hillary Sigei has called on the Council of Governors to accept the fact that the Senate has the mandate to hold them accountable for the utilisation of county funds as stipulated by the law.
Speaking in an interview with a local TV station on Tuesday, February,10,2026 senator Sigei has noted that the decision by the Council of Governors to abscond from senate summons on accountability is against the constitution, and this shows how much the governors are not ready to be held accountable over how they utilise the county resources.
“All committees of the Senate have the constitutional mandate to do what they are doing, and therefore, as a governor, you have been elected to serve a public office for a term of five years, renewable subject to your performance, and therefore, you must be subjected to what the law requires of you to do. Accountability,” Sigei said.

The Bomet senator has dismissed allegations that the governors are being harassed by the senate committee, arguing that the proceedings are always public and the governors are given enough time to respond to queries raised by the Auditor General. The decision to fail to attend the committee, according to Senator Sigei, means that the Governors cannot respond to the queries of accountability.
The senator’s remarks follow the decision by the Council of Governors (CoG) to cease appearing before the Senate County Public Accounts Committee (CPAC), citing harassment and political witch-hunting by the committee.
Speaking during the Governors’ Retreat in Mombasa on Monday, February,9,2026, the Council of Governors explained that Governors often face humiliation during the oversight engagements at the Senate.
“During the ongoing Governors’ Retreat, the Council of Governors has raised concern over the conduct of certain Senate Committees, citing cases of intimidation, harassment and humiliation of Governors during oversight engagements,” CoG said.
The Council of Governors, while addressing the Senate Commitee has demanded that the intimidation concerns be addressed through structured engagement with Senate leadership.
Meanwhile, the Governors have vowed not to attend any summons by the Senate County Public Accounts Committee (CPAC) until the laid out concerns are addressed.
“The Council has resolved that Governors will not appear before the Senate County Public Accounts Committee (CPAC) until these concerns are addressed through structured engagement with Senate leadership,” they explained.

On the other hand, the Governors noted that they will only show up at least once per audit cycle before the Senate Public Investments Committee to ensure orderly and effective oversight.
