Former Public Service Cabinet Secretary Justin Muturi has vowed to go after President William Ruto if the current opposition wins the 2027 General Election.

Speaking during a roadside rally in Matuu on Friday, May 30, 2025, Muturi cast his doubts on government borrowing and the usage of the funds, warning that Ruto will have to account for every debt owed to Kenyans.

“I want to sound a warning to Ruto; you will have to be responsible for all the things you have done personally or through your friends once we take over government in 2027,” Muturi said.

Appetite for loans

“We cannot have a leader whose appetite for loans is insatiable. Every one of you here is now tied down to a loan; yet we cannot see which projects the borrowed funds go towards,” Muturi remarked.

“Be warned that once we are in government, you will have to account for every loan you took on behalf of Kenyans. In case we find that funds were misused or lost, you will have to return all the money to Kenyans.”

Muturi has joined forces with former deputy president Rigathi Gachagua, who was also impeached from office after falling out with Ruto in 2024.

While his successor, Kithure Kindiki, was seen as a viable replacement, regional politics are beginning to take shape, quickly diminishing Kindiki’s influence on the Mount Kenya region.

On Thursday, May 29, 2025, former Meru governor Peter Munya joined the opposition, which now has former Agriculture cabinet secretary Mithika Linturi and other influential leaders in the region.

Muturi’s fallout with Ruto

Muturi fell out with Ruto after his son was abducted and released at the behest of the president.

His advocacy to put an end to abductions set him on a warpath with the government, which blamed him for failing to take collective responsibility.

In his last three months in office, Muturi was a marked man, whose sacking was imminent, but journeyed on despite pressure from several quarters to resign.

On March 26, 2025, Ruto fired Muturi, blaming him for incompetence while in his previous capacity as the country’s Attorney-General.

Muturi was equally blamed for absconding from cabinet meetings chaired by Ruto. He, however, indicated that he had excused himself from the meetings until the cabinet was ready to discuss the matter of abducting youthful Kenyans.
