Muturi reveals Ruto’s govt once pushed him to create office of first lady

Former Attorney General Justin Muturi has claimed that President William Ruto once attempted to have him approve the creation of an Office of the First Lady during his tenure as the government’s chief legal adviser.

Speaking during a televised interview on November 9, 2025, Muturi said the proposal was brought to him quietly by members of the president’s inner circle, but he rejected it on legal grounds.

Dispute over legality

Muturi described how the idea was presented to him when he served as Attorney General. “William Ruto na watu wake walijaribu kuniletea deal, sijui alikua ametoa wapi, ati to establish the office of the first lady,” he said.

According to him, the proposal arrived through junior aides who expected him to approve it. “Wale vijana wake alinitumia pale nikiwa mwanasheria mkuu nikaangalia nikaisoma, na nikawatupia nikawaambia go back you return to the sender, kitu gani hii mnaniletea, ni wapi duniani mshaisikia kitu kama hichi?”

He said he questioned the origin of the draft. “Nani amedraft hizi sheria mnaniletea,” he asked, arguing that no constitutional or international framework supports the establishment of such an office. Muturi said the conversation reflected wider tensions over institutional boundaries in government.

Ongoing fallout

Muturi linked the incident to broader disagreements he has had with the President. In a previous interview on September 15, 2025, he said, “President William Ruto is a pathological liar. He looks you straight in the eye and lies without hesitation. I’ve never encountered anyone like him.” He warned voters against returning Ruto to office in the 2027 General Election.

He has also questioned the constitutional basis of the Prime Cabinet Secretary position held by Musalia Mudavadi. “Sijui kwa nini mahakama haijaamua kuwa cheo wa Prime Cabinet Secretary hakiko kwenye katiba,” he said. “Niliambia serikali kuwa kiti cha PCS hakiko kwa katiba.”

Muturi has previously stated that personal experiences influenced his decision to break ties with the President. He has alleged that the disappearance of his son, Leslie Muturi, on June 22, 2024, was linked to state agencies. He said the matter prompted a confrontation at State House and deepened his political shift.
