Meru governor dismisses claims of unfair takeover from Kawira Mwangaza

Meru County Governor Isaac Mutuma M’Ethingia has explained in detail how he became governor, dismissing claims that he assumed office unconstitutionally.

Speaking when he called together MCAs to discuss the county’s 2025-2026 budget on Thursday, September 18, 2025, Mutuma clarified that he assumed the governor’s seat following the impeachment of his predecessor, Kawira Mwangaza, in full compliance with the Constitution.

The governor emphasised that the seat was never vacant for two years, noting that Mwangaza had occupied it during that period before being impeached. He said any assertions that he had unlawfully taken over were inaccurate, stressing that he had been the county’s deputy governor and that the succession process was clearly defined under Article 182(2) of the Constitution.

“I am seated in the governor’s seat as clearly stated by the Constitution. If a person lacks manners, fails to respect the Constitution, and does not honour the community that voted for them, they should be impeached. That is exactly what happened when Kawira Mwangaza was impeached, and that is how I assumed this position,” he said.

Better option

Mutuma also addressed criticisms that he had been dismissive of Mwangaza’s achievements, pointing out that the former governor had been ranked low in development metrics, whereas Meru is now ranked fourth under his leadership.

He explained that allegations of taunting Mwangaza’s projects as his own were unfounded, stressing that his role as governor is grounded in legal succession and sustained performance.

“I served as deputy governor and took over following her impeachment. This seat was not vacant for the last two years; Mwangaza occupied it for that time. I have seen claims on social media suggesting that I am taking credit for projects she undertook, but when she was governor, Meru was never even ranked among the top 40 counties in development out of 47. Under my leadership, Meru is now ranked fourth.”

The governor also reiterated Meru County’s continued support for President William Ruto’s government, signalling the county’s commitment to reaping the benefits of national development initiatives.

“Meru County will continue to support President William Ruto’s government and will not rally behind those calling for him to serve only one term. We are focused on the developments we want to achieve, and that is why we are supporting this government,” he added.

Before assuming office, Mutuma served as Deputy Governor, having been elected alongside Mwangaza in 2022 on a joint independent ticket.

He was sworn in as Meru Governor on March 17, 2025, at Mwendantu Grounds, following the impeachment of former Governor Kawira Mwangaza, which was upheld.
