Kisumu County staff asked to surrender Sh99m imprest
Hundreds of employees working in Kisumu County have been ordered to surrender imprests amounting to Sh99,185,962. The imprests date back to the year 2014. The County staff then working under former Governor Jack Ranguma processed the imprest.
But they didnt surrender the imprests raising audit queries whether they spent the money for the desired purpose or just squandered it.
In law, failure to submit imprest is contrary to Public Financial Management (PFM), Regulations, 2015, and is therefore penalisable.
Kisumu County Finance Executive George Okong’o said the exercise was ordered by the National Treasury.
This is after the Auditor General Nancy Gathungu’s Report found that many employees had not surrendered their imprests. As a result, the county found itself in bad books with the Auditor General finding it liable for explanation, on various financial audits.
Okong’o noted that there was damning evidence and risk of loss of public funds if this amount was not recovered in good time.
