Drama as Bungoma MCAs pass 2021/2022 budget estimates at night without Speaker
There was drama in Bungoma County assembly as MCAs allied to governor Wycliffe Wangamati passed the 2021/2022 budget estimates in the absence of the Speaker and other key members.
Cheptais MCA Jane Chebet who is a member of the speaker’s panel presided over the seating which was conducted without a maze and Hansard.
“Being a member of speaker’s panel, I have powers to preside over today’s seating, “she said.
The budget was passed without any opposition as the 32 MCAs present unanimously endorsed it.
There has been a budget stalemate after the assembly staff locked the Chambers claiming that the executive had slashed ksh120million meant for their promotions and training.
Speaker Emanuel Situma together with MCAs who don’t support Wangamati have since kept off the assembly promises.
The MCAs who passed the budget accused Situma and their colleagues of playing politics.
‘The delay in passing the budget has paralyzed operations in the county while a few individuals want to hold us to ransom,” lamented Mbakalo MCA Bethwel Mwambu.
