Willis Otieno questions Mosiria’s leadership style during his tenure as Nairobi Environment Chief Officer

City lawyer Willis Otieno has questioned the job description of Geoffrey Mosiria, shortly after Nairobi City County Governor Johnson Sakaja made major changes to his executive on Wednesday, November 18, 2025.

In the latest reshuffle, Hibrahim Otieno exits Medical Facilities and joins the Environment docket, replacing Mosiria, who transitions to Citizen Engagement and Customer Service.

Mosiria raids liquor store

On Tuesday, November 18, 2025, Mosiria, together with officers from the Liquor Licensing Board and the police, conducted a raid on a city wines and spirits shop, which, according to him, had been operating as a bar and restaurant without valid documents.

However, the raid by Mosiria has left Willis Otieno asking questions: ”Chief Officer of Environment, a question: how does policing a bar and spirits shop fall under your regulatory mandate? There’s a mountain of urban chaos, infrastructural decay, and environmental neglect across Nairobi, yet here you are prioritising noise complaints and paperwork enforcement,” Otieno took to X on Wednesday, November 19, 2025.

Mosiria has been campaigning against noise pollution in residential areas, fighting illicit liquor in Nairobi and threatening to close joints operating in estates while playing loud music.

”This is the problem with performative governance: attention lavished on trivialities while structural and systemic issues fester unchecked. Nairobi deserves oversight that matches its scale, not micro-management theatrics.” Willis Otieno asserted.

Executive reshuffle

Among the most notable shifts is Godfrey Akumali, who moves from the Business and Hustler Opportunities docket to take charge of Housing and Urban Renewal, a sector increasingly under scrutiny due to Nairobi’s rapid growth and persistent housing challenges.

At the same time, former Social Services Chief Officer Tony Michael Kimani has been reassigned to Social Services and Estate Management, while Lydia Mathia moves from Housing and Urban Renewal to the Business and Hustler Opportunities docket, effectively swapping roles with Akumali as the county recalibrates its economic and social development focus.

Digital transformation also features prominently in the reshuffle made by the Nairobi City County boss. Wilson Gakuya, previously in charge of Smart Nairobi, has been reassigned to Digital Economy and Startups, reuniting him with a docket he has overseen before. His predecessor, Sande Oyolo, now takes over medical facilities.

Meanwhile, Machel Waikenda, who has been leading the Mobility docket, now moves to Mobility and Agricultural ICT Infrastructure.

In the arts and tourism sector, Clement Rapudo has been posted to Smart Nairobi, while Zipporah Mwangi shifts from Citizen Engagement to City Culture, Arts, and Tourism, completing a rotation.

The reassignments are made in accordance with Section 45(5) of the County Government Act, 2012.
