Nairobi Governor Johnson Sakaja has made reshuffles within the County Executive, reassigning ten County Chief Officers to new dockets in a bid to improve service delivery to the public.

The changes, communicated through an official circular dated Tuesday, 18 November 2025, were made in accordance with Section 45(5) of the County Government Act, 2012. According to the notice, the reassignment takes place with immediate effect.

Major executive reshuffle

Among the most notable shifts is Godfrey Akumali, who moves from the Business and Hustler Opportunities docket to take charge of Housing and Urban Renewal, a sector increasingly under scrutiny due to Nairobi’s rapid growth and persistent housing challenges.

At the same time, former Social Services Chief Officer Tony Michael Kimani has been reassigned to Social Services and Estate Management, while Lydia Mathia moves from Housing and Urban Renewal to the Business and Hustler Opportunities docket, effectively swapping roles with Akumali as the county recalibrates its economic and social development focus.

In the health sector, Hibrahim Otieno exits Medical Facilities and joins the Environment docket, replacing Geoffrey Mosiria, who transitions to Citizen Engagement and Customer Service. Mosiria has been in the public limelight championing environmental management.

Digital transformation also features prominently in the reshuffle made by the Nairobi City County boss. Wilson Gakuya, previously in charge of Smart Nairobi, has been reassigned to Digital Economy and Startups, reuniting him with a docket he has overseen before. His predecessor, Sande Oyolo, now takes over Medical Facilities.

Meanwhile, Machel Waikenda, who has been leading the Mobility docket, now moves to Mobility and Agricultural ICT Infrastructure.

In the arts and tourism sector, Clement Rapudo has been posted to Smart Nairobi, while Zipporah Mwangi shifts from Citizen Engagement to City Culture, Arts, and Tourism, completing a rotation.

Sakaja on the spot

The reassignment marks one of the biggest internal reorganisations within Nairobi County in recent months, where Governor Sakaja has been accused of overseeing a failed system at City Hall, occasioned by poor service delivery to city dwellers.

For instance, Sakaja’s administration has been put on the spot lately over poor drainage and increased insecurity cases in the Central Business District (CBD).

The general state of Nairobi City also prompted Members of the County Assembly (MCAs) to plot an impeachment motion against Sakaja before the last-minute intervention by President William Ruto and the late Orange Democratic Movement (ODM) leader, Raila Odinga, saved him in August 2025.
