Wetang’ula directs parliament to start vetting PS nominees

National Assembly Speaker Moses Wetang’ula has confirmed the receipt of list of President William Ruto’s nominees for different Principal Secretaries positions, paving way for the start of the approval hearing process by the relevant parliamentary committees.

The president via a gazette notice, dated March 20, 2025, submitted the names of the 14 persons to the National Assembly for approval.

In a presser dated Wednesday, March 26, the speaker confirmed receiving the names as he directed the relevant authorities to take charge of the next phase of conducting the hearings.

The decision follows a resolution passed on February 13, 2025, that ordered that, upon receipt of any name of a person nominated for appointment to a State or public office from the President or any other office in the National Executive during the short or long recesses of the Fourth Session, the Speaker shall forthwith refer such message to the relevant Committee for consideration, without having to recall the house.


The speaker further called to attention the timelines for the process stating that the committees have until Tuesday, April 22, 2025 to file their reports.

In his directive, the speaker, has notified the National Assembly and members of the public at large that:


1)THAT, the Message from His Excellency the President, together with the certificate of Presidential nominations, curriculum vitae and other testimonials of the nominees now stand referred to the respective Departmental Committees to undertake approval hearings as hereunder-


2) THAT, the respective Committees to which the nominations have been referred are expected to immediately commence the approval process and, thereafter, table their reports on or before Tuesday, 22″ April 2025, to enable the House to consider the nominees within the statutory timelines; and,

3) THAT, the Clerk is hereby required to transmit this Notification to all Members of the National Assembly, and facilitate the Committees to undertake the necessary approval hearings on the nominees referred to them for consideration.

Nominees


Among those nominated include Jane Imbunya who was nominated as the PS for the State Department for Public Service and Human Capital Development.


Regina Akoth Ombam for the State Department for Trade, while Cyrell Odede was nominated for the State Department for Public Investments and Assets Management.

Caroline Kangu was nominated for the State Department for East African Community Affairs, while Fredrick Ouma Oluga will take over the State Department for Medical Services pending parliament’s approval.


Others in the list include Ahmed Ibrahim for the State Department for National Government Co-ordination, and Judith Pareno as Justice, Human Rights, and Constitutional Affairs PS.


Boniface Makokha for Economic Planning, Stephen Isaboke was nominated as President Ruto’s preferred PS for the State Department for Broadcasting and Telecommunications.

Michael Lenasalon and Fikirini Jacobs earned slots for the State Department for Devolution and the State Department for Youth, respectively, while Carren Achieng was nominated as the PS for the State Department for Children Welfare Services.
