ODM reveals progress in implementing Raila’s wish on 10-point agenda
The Orange Democratic Movement (ODM) has announced that its committee overseeing the implementation of the 10-point agenda in the March 2025 National Dialogue Committee (NADCO) report is finalising a preliminary report expected to be released soon.
In a post on its official X account dated December 2, 2025, ODM stated that different officials picked to oversee the implementation of the report are at an advanced stage of preparing a preliminary report.
The committee members met on Monday, December 1, 2025, where the issues contained in the report were deliberated upon.
“ODM Dep. SG @agnes_zani, who is also the Chairperson of the Committee on the Implementation of the 10-point agenda and NADCO report, and Senate Minority Leader @StewartMadzayo, speak during the ongoing consultative meeting on the process of implementation of the 10-point agenda signed by the President. @WilliamsRuto and our former leader, the late Rt. Hon. Raila Odinga in March this year,” ODM X post dated December 2, 2025.
“There is progress on this matter, and the committee is expected to come up with a preliminary report in the coming days.”

Consultative meeting review
The consultative meeting, held under the Centre for Multiparty Democracy, brought together stakeholders to review progress on the bipartisan framework signed on March 7, 2025, at the Kenyatta International Convention Centre (KICC) between President William Ruto and the then ODM leader, the late Raila Odinga.
Thousands of ODM supporters gathered outside KICC in orange regalia, singing and dancing in anticipation of the historic accord. Lawmakers from both sides, including Kisumu Senator Tom Ojienda and Nandi Senator Samson Cherargei, welcomed the partnership, describing it as a beginning toward national unity and accelerated development.
The agreement was later formalised on August 18, 2025, during a joint Kenya Kwanza–ODM Parliamentary Group meeting in Karen, attended by President Ruto and Raila Odinga. The ruling United Democratic Alliance (UDA) hailed the session as a milestone that reaffirmed the NADCO report’s roadmap for bipartisan reforms.

10-point agenda under review
The 10-point programme, under the oversight of ODM Deputy Secretary-General Agnes Zani, covers critical areas including lowering the cost of living, economic recovery and job creation, youth and women empowerment, electoral justice and reforms, strengthening devolution, fighting corruption, public debt audit, equitable appointments, sustainable political party funding, and national healing measures, including compensation for victims of the 2024 protests.
The impending preliminary report is expected to outline achieved milestones, pending legislative and policy actions, and a timeline for full implementation of the NADCO recommendations, nine months after the historic Ruto–Raila accord was signed.
