NTSA to phase out paper logbooks as Kenya shifts to digital eLogbooks

The National Transport and Safety Authority (NTSA) has announced plans to phase out paper motor vehicle logbooks and replace them with a fully digital electronic registration certificate system known as the eLogbook.

In a public notice issued on Tuesday, May 12, 2026, the authority said the transition is part of its broader digital transformation strategy aimed at improving efficiency, enhancing transparency, and reducing bureaucracy in road transport services across Kenya.

“Over the past five years, the Authority has made significant strides in digital transformation and road safety reform initiatives. These efforts are designed to modernize operations, enhance service delivery, and significantly improve road safety across the country,” NTSA stated.

“As part of this ongoing transformation, the Authority is pleased to announce of plans to replace the current paper-based Certificate of Registration [logbook) with a secure, convenient digital version (eLogbook). This transition marks a major milestone in the Authority’s commitment to providing efficient, paperless, and citizen-centered services.”c

eLogbook rollout date announced

NTSA said the new electronic logbook system will officially go live on Wednesday, June 10, 2026.

Under the new system, vehicle owners will access, view, download, and verify their digital motor vehicle registration certificates through the government’s eCitizen platform.

The authority explained that the eLogbook will be fully integrated into various motor vehicle registration services, including new vehicle registration, transfer of ownership, change of vehicle particulars, vehicle inspection processes, and other related registration transactions.

“The new eLogbook will be fully integrated into all motor vehicle registration processes, which include new vehicle registration, transfer of ownership, change of particulars inspection, and other related transactions. Vehicle owners will access, view, download, and verify their digital logbooks through the eCitizen platform at their convenience,” NTSA announced.

Push for paperless services

According to NTSA, the digital shift marks a major milestone in efforts to modernize service delivery and create a seamless, technology-driven transport ecosystem.

The agency said the initiative is expected to significantly reduce service delivery timelines from the current average of three to seven days, and in some cases weeks or months, to same-day or instant processing.

Benefits of the digital logbook

NTSA highlighted several expected advantages of the new eLogbook system, including faster processing and reduced administrative delays, enhanced security against forgery, loss, and tampering, easier online access for vehicle owners and institutions, and improved real-time data management and verification.

The authority added that the digital records will support traffic enforcement, insurance verification, and broader road safety initiatives.

Reduced corruption and fewer office visits

The agency further noted that the digitisation of logbooks is intended to minimise unnecessary physical visits to NTSA offices while reducing opportunities for corruption.

“This initiative aims to eliminate unnecessary bureaucracy, minimize physical visits to NTSA offices, enhance transparency, reduce opportunities for corruption, and significantly improve the user experience for the public,” the notice stated.

To support the transition, NTSA has organised a series of virtual sensitisation and training sessions targeting different stakeholder groups.

The sessions will involve vehicle dealers, financial institutions, insurance companies, transport operators, diplomats, legal practitioners, county governments, and the general public.

Public training sessions are scheduled between June 2 and June 4, 2026.

Interested participants have been asked to register through the NTSA official website before the registration deadline of May 20, 2026.
