NTSA clarifies rolling out mandatory physical tests for drivers
The National Transport and Safety Authority (NTSA) has clarified that mandatory physical fitness tests for public service vehicle (PSV) and commercial drivers have not yet been rolled out, following public concern that the programme had already taken effect.
In a statement issued on Wednesday, January 28, 2026, the authority said the tests, which are provided for under Section 105A of the Traffic Act (Cap 403), are still under development and will only be implemented after a formal public notice is issued.
“This is to clarify that the mandatory physical fitness tests for PSV and commercial drivers, as required under Section 105A of the Traffic Act (Cap 403), has not yet been rolled out,” NTSA wrote on X.
The clarification comes a day after a health initiative held in Nairobi on Tuesday, January 27, 2026, sparked speculation that the tests were being enforced.

However, according to NTSA, the event was not a government rollout but an independently organised health drive.
“The initiative held in Nairobi on Tuesday, 27th January 2026, was a commendabl efforts,” the authority noted.
NTSA explained that similar health and wellness drives for drivers have previously been conducted in different parts of the country with the support of both public and private institutions.
These initiatives, it said, are voluntary and aimed at promoting road safety through improved driver health.

“Similar health drives have previously been conducted in various parts of the country, supported by public transport operators, school transport providers, and a range of public and private entities,” the statement read.
NTSA further disclosed that it is working with the Directorate of Occupational Safety and Health (DOSH) to put in place a structured system to guide the eventual implementation of the tests.
“The Authority is working closely with the Directorate of Occupational Safety and Health (DOSH) to develop a National Framework for the medical assessment to facilitate the physical fitness tests,” it said.
Reassuring drivers and operators, NTSA said the public would be adequately informed before any mandatory requirements take effect.
“We assure the public that the rollout of the physical fitness tests and any related requirements will be announced through an official Public Notice and via the Authority’s official communication channels,” the statement added.
