Ndindi Nyoro: It is unfair for govt not to absorb 20K JSS teachers on permanent basis
Kiharu Member of Parliament (MP) Ndindi Nyoro has faulted the government for failing to confirm 20,000 intern teachers on a permanent and pensionable basis.
Speaking during a church service in his Kiharu constituency on Sunday, December 7, 2025, Nyoro described the situation as unfair.
He noted that intern teachers had been promised absorption by the Teachers Service Commission (TSC) on a permanent and pensionable (PNP) basis, yet many are now forced to serve additional years without confirmation.

“The government is now telling JSS teachers that they will continue serving on an intern basis for another year, without confirmation. It’s unfair for the state to do so; they were absorbed on an intern basis with the hope that they will one day be absorbed on a permanent and pensionable basis,” he said.
Having served as the Chair of the Budget Committee, Nyoro questioned the need for holding funds in the budget merely to confirm Junior Secondary School (JSS) interns. He urged the government to invoke Article 223 of the Constitution, allowing already utilised funds to be presented to Parliament for approval.
“I have been the budget chair. You don’t necessarily need money in the budget to confirm JSS teachers; you can use article 223, where you can use the money, then take it to parliament later for approval.”
Message to TSC
He further called on the TSC to ensure that all intern teachers are absorbed on a permanent and pensionable basis by January 2026.
Nyoro warned that the current delays, coupled with low pay—some earning just Ksh17,000—have led to frustration among interns, with some even being forced into extreme actions, including suicide.

This comes at a time when intern teachers have been protesting, demanding to be absorbed on a permanent and pensionable basis.
Ndidi Nyoro also took issue with the current parliament, saying that it has been swallowed and there is nobody to put the government on its toes. He vowed that even if he is the only person with a different view from the rest, he will not remain silent when such issues are taking place, even if there is a price to pay.
