MPs reject Auditor General’s report on NG-CDF misuse claims

Members of the National Assembly have dismissed a report by Auditor General Nancy Gathungu implicating them in the alleged mismanagement of National Government-Constituency Development Funds (NG-CDF) for the financial year 2023/2024.

The Decentralised Funds Accounts Committee, led by its chair Gideon Mulyungi, said MPs have no role in the implementation of the funds and should not be blamed for irregularities.

“The MPs have rubbished reports circulating in the media, alleging that several MPs irregularly used bursary funds. Explaining that MPs do not implement the usage of the said funds, the legislators have urged the auditors to point out any shortcomings to the Fund Account Managers, who are mandated to oversee the usage of the NG-CF,” read an X post on Tuesday, July 29, 2025.

The legislators maintained that fund account managers, who are tasked with the actual disbursement and oversight of the funds, are the ones who should be held accountable.

“This committee has pronounced itself on these false allegations. We do not implement CDF; the fund managers should be answerable in cases of irregularities,” said Dr. Mulyungi during a press briefing at Parliament Buildings.

MPs summon Auditor General

The lawmakers accused the Office of the Auditor General of consistently misrepresenting facts and tarnishing MPs’ names in the media. They resolved to summon Auditor General Gathungu to explain the alleged inaccuracies in the report and clarify the mandate of her office in relation to NG-CDF oversight.

“As MPs, we audit the use of these monies by the Fund Account Managers, who are employees of the NG-CDF Board,” stated Dorothy Muthoni, a committee member. “Any misappropriation squarely falls on their shoulders, not MPs.”

Martin Wanyonyi (Webuye East) questioned the credibility of the media reports based on the auditor general’s findings, urging for accurate and fact-based journalism.

“The reports in the media are maligning MPs’ names, alleging loss of funds that we are not even in charge of. The Auditor General should give credible information to the press,” said Wanyonyi.

Innocent Obiri, Bobasi MP, added, “For the media to consistently report on this matter implicating MPs while the actual perpetrators are the Fund Accounts Managers either points to ignorance on their part or misinformation from the auditors.”

The Committee, which also audits the National Government Affirmative Action Fund (NGAAF), plans to meet with the Auditor General in the coming days to address the issue and seek more accurate and responsible reporting going forward.
