Kenya Roads Board appoints Joyce Otsyula as new Director General
By Ndiritu Wanjiru, February 18, 2026The Kenya Roads Board has appointed Judith Otsyula as its new director general to replace the outgoing director general, Isaac Maina, who has been at the helm of the board in an acting capacity since October 29, 2025.
Isaac took over as the Acting Director General of the board after the end of an era of Rashid Mohammed.
In a letter posted on their X handle on Wednesday, February 18, 2026, the board, through the letter from the chairperson of the board, Aisha Jumwa, has acknowledged the dedication to service of Joyce, stating that she has a background as a seasoned transport and infrastructure professional.
The board has expressed hope that she would bring in her experience in infrastructure development, strategic programme management and institutional governance.
“Mrs Otsyula is a distinguished transport sector professional with over two decades of senior leadership experience in infrastructure development, strategic programme management and institutional governance. She brings a proven track record of delivering transformative infrastructure initiatives and strengthening public sector institutions to achieve sustainable national development,” the letter noted.

The Board has further praised her previous achievements, noting that she has overseen major infrastructure initiatives and institutional strengthening programmes within the public sector.
The appointment of Joyce has marked a milestone within the road subsector, as she becomes the first woman to serve as Director General of the Board.
The Board expressed confidence in her leadership and strategic vision, stating that it expects continued strengthening of its mandate, improved institutional performance, and advancement of sustainable road financing and development under her stewardship.
The Board has further said that she is set to serve as the Chief Executive Officer and will be responsible for the day-to-day management and overall administration of the Board’s affairs.
Mandate of Director General
The core responsibilities of the Director General will include the administration of the Road Maintenance Levy Fund (RMLF) and the Kenya Roads Board Fund. The main focus will be to ensure efficient allocation and utilisation of resources for the maintenance, rehabilitation, and development of public roads.

The appointed Director General also guides the formulation and implementation of the board’s Strategic Plan, annual budget, and road management strategies, ensuring alignment with national development priorities and infrastructure objectives.
The role further entails oversight of the Annual Public Roads Programme (APRP), including monitoring and evaluation through technical, financial, and performance audits to ensure value for money and accountability.
