Executive abets loss of public funds, says COB

The Executive has been using the Supplementary Budget to sneak illegal expenditure resulting in loss of public funds, Controller of Budget Dr Margaret Nyakangó revealed yesterday.

Nyakangó has therefore called on Parliament to reinforce the Budget process in order to seal the gaps where State corporations have been using the Supplementary Budget to bring in illegal payments.

The State agencies, she said, have been subjugated Article 223 of the Constitution and the Supplementary Budget to reallocate funds to areas not funded in the approved Budget Estimates.

“Most agencies hide money in one line item and redirect the same during the supplementary budget to fund unapproved projects,” Nyakangó pointed out.

She made the observations during the official launch of the third quarter of the budget implementation of the national and county governments.

“There are a lot of irregular and illegal items that are introduced during the Supplementary Budget,” said Nyakang’o.

She singled out state corporations who set aside money in the main budget only to relocate the same during the Supplementary Budget.
