Deputy Inspector General of Police Eliud Lagat has called for stronger international collaboration among law enforcement agencies to address modern-day crimes such as cybercrime, financial fraud, and terrorism.

Speaking during the closing ceremony of the International Police Association (IPA) seminar at the National Criminal Investigations Academy (NCIA) in Nairobi on Friday, November 7, 2025, Lagat said the training came at a critical time when Kenya and the world are confronting complex security threats that demand both skill and global coordination.

The five-day seminar, themed ‘Strengthening Professional Policing and Crime Management’, brought together 32 officers from various law enforcement agencies.

“The five-day seminar, held at the National Criminal Investigations Academy (NCIA) in South C, Nairobi, brought together 32 officers from various law enforcement agencies to enhance investigative competence and foster international collaboration, ” the statement reads

Lagat said the programme provided a platform for officers to exchange experiences and investigative methodologies that will help them confront emerging crimes.

“He highlighted the “invaluable” exchange of knowledge, experiences, and investigative methodologies that the programme facilitated for the global law enforcement community, ” the statement reads

His remarks come barely a month after President William Ruto signed the Cybercrime Bill into law, a move that sparked widespread online debate over digital rights, data protection, and internet regulation. Against that backdrop, Lagat’s message underscored the urgency of balancing security enforcement with respect for civil liberties.

He noted that the seminar’s lessons on cyber-enabled offences, transnational organised crime, and financial crimes were timely, saying they would help officers respond effectively to the rapidly changing security landscape.

“He challenged the officers to apply their new knowledge and skills in their respective commands to improve investigative outcomes, uphold respect for human rights, and enhance service delivery,” the statement reads

Lagat commended the IPA and the NCIA management for their commitment to professional development. “Reiterating the National Police Service’s commitment to international cooperation, the DIG noted that partnerships such as the IPA strengthen the collective resolve to combat crime and ensure global peace and security,” the statement added.

He urged participants to apply their new knowledge in their respective departments to improve investigative outcomes, enhance service delivery, and maintain respect for human rights. “He concluded by encouraging participants to be ambassadors of professionalism, discipline, and dedication,” the statement reads

Also present at the ceremony were NCIA Commandant Sospeter Munyi, IPA President Jared Ojuok, IJM representative Harron Gilbert, and veteran IPA member F.S. Abdalla.
