Caleb Amisi rebukes Duale over fiery exchanges in parliament with MP Kibagendi
Saboti MP Caleb Amisi has publicly criticised Health Cabinet Secretary Aden Duale over heated exchanges during a National Assembly Health Committee session on Tuesday, October 14, 2025.
Amisi took to X to address the CS’s conduct following a confrontation between Duale and Kitutu Chache South MP Antony Kibagendi over alleged Social Health Authority (SHA) fraud.
“Just a reminder to @HonAdenDuale, at your age, with your political experience and at the level of a minister, Kenyans don’t expect you to be shouting on top of your voice with MPs. Show big brother discipline. Unafunza watoto wadogo tabia mbovu. So disappointing! Kenya needs a renaissance!” Amisi wrote.

Tensions flare
The clash began when Kibagendi accused Duale of attempting to intimidate the committee. “You cannot intimidate this committee. We are not your children for you to dictate how we run our business,” he said.
The confrontation escalated as the two traded accusations of fraud. Duale dismissed Kibagendi’s claims and threatened to have him removed from the committee. Committee Chair James Nyikal made repeated attempts to restore order before calling in sergeants-at-arms to escort Kibagendi out after he defied calls for calm.
Duale further alleged that Kibagendi owned health facilities implicated in SHA irregularities. “We have closed some of your hospitals and will close even more,” he said. Kibagendi denied the claims and challenged the CS to provide proof.
Lawmakers question handling of incident
Nandi Woman Representative Cynthia Muge questioned the chair’s decision to eject only Kibagendi from the session. “The shouting has been between the two. Why are you kicking out Kibagendi and leaving the CS seated here?” she asked.
The incident disrupted committee proceedings, with several members walking out in protest, leaving a few legislators to continue addressing the SHA matters.
Kibagendi demands transparency
Later, Kibagendi took to social media to respond to the allegations, accusing the CS of evading accountability. “Each time I ask CS Duale hard questions about SHA, he quickly switches to saying he has closed my hospitals… Why can’t Duale openly say which hospitals I own, when they were registered, and who are even my proxies?” he posted.
