NADCO implementation team sets date for release of status report on Ruto–Raila MoU

The committee overseeing the implementation of the ten-point agenda arising from the cooperation agreement between William Ruto and the late Raila Odinga has announced that it will release its status report on Tuesday, March 10, 2026.

In a statement to newsrooms on Saturday, March 7, 2026, the Committee Overseeing Implementation of the Ten Point Agenda and NADCO Report (COIN-10) said the report is ready for submission after months of consultations with various stakeholders across the country.

The Agnes Zani-led committee was formed following the signing of a Memorandum of Understanding (MoU) between the United Democratic Alliance (UDA) and the Orange Democratic Movement (ODM), which aimed to guide cooperation between the two parties and address key governance issues raised during the bipartisan dialogue process.

Saturday, March 7, 2026, marked the anniversary of the historic signing of the MoU between the two parties.

According to the committee, it was mandated to carry out extensive consultations with stakeholders, including government ministries, departments, and agencies, civil society organisations, and members of the public, before compiling the report.

“The committee has remained diligent to its mandate and deliverables. The status report is ready for submission,” the communication team said in the statement.

The report will first be presented to the two principals behind the MoU, led by President William Ruto, before being tabled before the Joint Parliamentary Group and later shared with the public.

Johana Ng’eno’s death

The committee also noted that plans to convene the Joint Parliamentary Group before the anniversary date had to be adjusted following the death of Johanna Ng’eno.

Ng’eno, who represented Emurua Dikir Constituency and was a member of UDA, was part of the political formation linked to the MoU.

The committee extended its condolences to the family, friends, and colleagues of the late legislator.

“We convey our deepest condolences to the family of the late MP and commiserate with his loved ones and friends,” the statement said.

At the same time, the committee expressed sympathy to Kenyans affected by the ongoing heavy rains that have caused flooding and destruction in several parts of the country.

“We empathise with Kenyans who have been gravely affected by the ongoing heavy downpour. We urge everyone to keep safe and remain vigilant as government intervention is rolled out,” the committee added.

The upcoming report is expected to provide an update on the progress made in implementing recommendations of the National Dialogue Committee (NADCO), which was established to address political tensions and propose reforms aimed at strengthening governance and electoral processes in the country.

10-point agenda implementation

This comes just days after Nairobi Member of County Assembly (MCA) representing Kileleshwa Ward, Robert Alai, launched a scathing attack on the 10-point agenda, terming it unimplementable.

Taking to his official X account on Monday, March 2, 2026, Alai called for it to be scrapped altogether.

He dismissed ongoing debates around the deal as misplaced, arguing that key provisions within the framework cannot be practically executed under the current constitutional structure.

According to Alai, some clauses in the 10-point agenda require the full implementation of the NADCO report, which has key clauses requiring a referendum to implement.

“Talk about MOU and ten-point agenda is stupid. The 10-point agenda can’t be implemented by anyone fully. How do you implement clauses that requires the full implementation of the NADCO report which has key clauses requiring a referendum to implement?” Alai stated.

He argued that without a clear roadmap for initiating and passing a referendum, promises embedded in the 10-point pact risk remaining theoretical.

The outspoken MCA went further, suggesting the agreement should be abandoned entirely.

“The 10-point agenda must be discarded to the dustbin of history of stupidity in deal-crafting,” he wrote on X.
