MP Lotee condemns Senate for clearing governors impeached by MCAs

Kacheliba Member of Parliament (MP) Titus Lotee has raised concerns about the effectiveness of county oversight, questioning why the Senate clears most governors who have been successfully impeached by their county assemblies.

Speaking during an interview with a local station on Thursday, April 2, 2026, Lotee said there has been a recurring pattern since the beginning of devolution, where governors, deemed unfit for office by Members of the County Assembly (MCAs), find a way to survive when their cases reach the Senate.

“Why the fact that we are always frustrating our MCAs? Because we’ve seen since the beginning of the revolution several governors being impeached at the county level, and when they come to the Senate, they are cleared. Most of those governors cleared are actually the same governors that they are actually battling with now,” Lotee said.

Killing the will of the people

The lawmaker said that this trend is frustrating the MCAs, who are just doing their job under the Constitution to hold the executive accountable.

He said that when the Senate clears these governors, they are killing the “will of the people” that is being watched over at the county level.

“Why will we frustrate our MCAs who’ve actually done their rightful role to impeach a governor, and when they come to the Senate, the Senate always clears these governors?” Lotee said.

He raised the alarm that governors with “big pockets” may be able to bribe senators to secure their positions, regardless of the evidence presented by the county assemblies.

Sakaja impeachment attempt

Nairobi Members of the County Assembly (MCAs) have recently reignited efforts to oust Governor Johnson Sakaja, less than a year after a similar attempt was narrowly defused.

The move comes barely two weeks after Sakaja signed a Ksh80 billion cooperation agreement with the national government, brewing persistent tensions between the county executive and legislators.

Speaking during a press briefing on Tuesday, March 3, 2026, Nairobi South Ward MCA Esther Waithera Chege confirmed that the MCAs are preparing to submit an impeachment motion to the clerk of the county assembly, which will then be forwarded to the Speaker for consideration.

According to Chege, the motion will outline 22 distinct grounds for the governor’s removal, though the specifics remain undisclosed.

“We have enough signatures for the first round. The second round comes within the seven days, and I can assure you we have an overflow of signatures for the first round,” Chege said.
