Omtatah questions KEMRI board over delayed appointment of substantive Director General
Busia Senator Andrew Okiya Omtatah has called for a Senate investigation into the prolonged delay in appointing a substantive Director General of the Kenya Medical Research Institute (KEMRI), raising concerns over the institution’s leadership and governance.
In a statement sought before the Senate under Standing Order 53(1) on Wednesday, July 15, 2026, Omtatah asked the Standing Committee on Health to explain why KEMRI has operated without a substantive Director General since 2022, relying instead on successive acting appointments.
The outspoken senator has also argued that the continued absence of a permanent office holder at one of Kenya’s premier health research institutions raises serious questions about leadership stability, succession planning and the institute’s overall effectiveness.

“The position of the Director-General of KEMRI has remained vacant since 2022, with successive acting appointments made for more than three years. This continued absence of a substantive office holder at such a strategic national research institution raises concerns about leadership stability, succession planning, and institutional effectiveness,” Omtatah said.
Senate seeks details on acting appointments
In his request, Omtatah wants the Health Committee to provide a comprehensive account of all acting appointments made at KEMRI since the Director General’s position became vacant in 2022.
Omtatah also sought a list of individuals who have served in an acting capacity during the period and whether they meet the qualifications required for substantive appointment.
Additionally, the senator has asked the committee to clarify the legal and policy framework governing the duration and renewal of acting appointments at the institute.
Board asked to explain delay
Omtatah further wants the committee to explain why the KEMRI Board has not appointed a substantive Director General despite the position remaining vacant for more than three years.
He has requested details of the actions taken by the board to fill the vacancy, including the outcomes of any recruitment processes or other efforts undertaken.

The senator also wants the committee to outline the measures currently being implemented to facilitate the prompt appointment of a substantive Director General and restore stable leadership at the national medical research institution.
