Kaluma lauds Ruto on latest govt reshuffle, pushes for changes in cabinet

Homa Bay Town MP Peter Kaluma has commended President William Ruto for recent changes in Principal Secretary nominations while urging further reshuffling at the Cabinet level to enhance inclusivity and equity in the administration.
In a statement shared on his X account on March 20, 2025, the lawmaker expressed appreciation for what he described as the president’s commitment to fostering greater representation across Kenya’s diverse communities.
“Thank you, President William Ruto, for keeping the promise and taking good steps toward greater inclusion and equity,” Kaluma stated.
The MP, however, indicated that the work toward achieving equitable representation in government remains incomplete, suggesting that the next focus should be on Cabinet Secretaries before addressing what he described as deeper systemic issues.
“Some work has been done on the position of Principal Secretaries. A little touch-up on the position of CSs, and then we go to mid-level civil service, where tribalism, ethnic, and regional discrimination reside,” the legislator remarked.

Ruto’s reshuffle
In a gazette notice dated March 20, 2025, the president has nominated new PSs whose names have been sent to the National Assembly for approval.
The appointments notably include increased representation from previously underrepresented regions, particularly western Kenya and coastal communities.
“His Excellency the president has today instituted changes to the organization of government. The Presidential Action, serialized as Executive Order No. 1 of 2025, causes nominations to and reassignments of state departments, as well as postings to the nation’s foreign service.

“The changes are driven by the need to harness the opportunities within emerging sectors of the economy, as well as to address challenges affecting Kenya’s social fabric. Collectively, the changes seek to further accelerate the implementation of the Administration’s seminal socio-economic blueprint, the Bottom-Up Economic Transformation Agenda (BETA),” the notice read.
Nominees
Among the significant appointments are Jane Imbunya, who has been nominated as the PS for the State Department for Public Service and Human Capital Development.
Regina Akoth Ombam has been nominated as PS for the State Department for Trade, while Cyrell Odede has been nominated for the State Department for Public Investments and Assets Management.
Caroline Kangu has been nominated for the State Department for East African Community Affairs, while Fredrick Ouma Oluga has been nominated for the State Department for Medical Services.
Ahmed Ibrahim has been nominated for State Department for National Government Co-ordination, whereas Judith Pareno has been nominated for Justice, Human Rights, and Constitutional Affairs.
Boniface Makokha has been nominated for Economic Planning, whereas Stephen Isaboke is President Ruto’s preferred PS for the State Department for Broadcasting and Telecommunications.
Michael Lenasalon and Fikirini Jacobs have been nominated for the State Department for Devolution and the State Department for Youth, respectively. Carren Achieng has been nominated for the State Department for Children Welfare Services.
