Cabinet Secretary for Energy and Petroleum Opiyo Wandayi has urged for unity in the country even as cracks continue to emerge in the broad-based government and the ODM Party.

Speaking during a working tour of Embu County on Monday, July 28, 2025, Wandayi stated that unity and peace were prerequisites of development in any functioning democracy.

“Any country that aspires to experience development and prosperity must first have peace and stability. Equally, such a nation must also exhibit unity among its citizens,” Wandayi said.

Sustainable peace

“Citizens must ensure that there is sustainable peace to realise meaningful development. That is the biggest thing that any government aspires to. That is the reason why President William Ruto has opted to bring on board all Kenyans so that we move forward together.”

His remarks come just days after ODM Party leader Raila Odinga faced backlash with the broad-based government during his attendance at the Kakamega ODM delegates conference on Friday, July 25, 2025.

A section of the ODM MPs in the area criticised the arrangement, stating that it no longer adhered to the terms of the agreement that the ruling UDA party signed to uphold.

Cracks in broad-based govt

The growing dissatisfaction within the ODM faction of the pact forced Raila to initiate a review of the pact to assess its progress on the areas of agreement.

In a separate interview at his Karen residence on Sunday, July 20, 2025, Raila disclosed that ODM had formed a task force to investigate whether their terms for entering a pact with the government were being implemented or not.

“We are going to do an analysis of the implementation of the 10-point agenda. We have set up a task force to see how they have been implemented, what has been implemented, and what has not been implemented in the 10-point agenda, and shortly, a report is going to be issued by the task force,” Raila said.

10-point agenda

During their signing of the working agreement on March 7, 2025, Raila presented his conditions in what was then known as the 10-point agenda.

Among the issues in the 10-point agenda was the implementation of the NADCO report. The bipartisan report had recommended, among other issues, addressing the cost of living, reconstituting the IEBC, implementing the two-thirds gender rule, and auditing the 2022 election.
