Treasury receives National Student Budget Forum Report and rollout strategy

Treasury Cabinet Secretary John Mbadi has on Thursday, December 18, 2025, received the National Student Budget Forum FY 2026/27 Budget and Medium-Term Expenditure Framework launch report, along with the regional rollout framework, which is set to be implemented across various regions in the country starting January 2026. The documents were presented at the CS offices in the Treasury Building, Nairobi.

Treasury CS John Mbadi received the report and rollout framework from National Students Budget Chairman Solomon Oketch, Secretary General Sam Ougo, and Vice Chair Quinter Awino.

The report and framework outline the plans for student involvement in budget monitoring and implementation, aiming to ensure that financial resources are allocated effectively to meet education-related needs across all regions.

“The National Student Budget Forum FY 2026/27 Budget and Medium-Term Expenditure Framework launch report and the regional rollout framework will guide implementation in various regions starting January 2026,” the team said during the handover.

According to a statement by the treasury, the issues raised in the report were the capitation and timely disbursement of the Higher Education funds for the students.

“Among the issues raised in the report were concerns that directly affect university students, including capitation and the timely disbursement of Higher Education Loans Board (HELB) funds,” the statement reads

The initiative also aims to strengthen collaboration between the Treasury and educational institutions, giving students a platform to participate in financial planning and oversight, and to contribute to better policy outcomes in education and related sectors.

Treasury’s call for Finance Bill 2026 proposals

The National Treasury opened its annual call for tax policy proposals ahead of the 2026/2027 budget on Monday, December 8, 2025, inviting Kenyans and key stakeholders to submit amendments to tax laws for inclusion in the Finance Bill 2026.

“The National Treasury hereby invites the members of the public, the national government and county governments, non-governmental organisations, civil societies, professional bodies, private sector players, religious groups and other stakeholders to make submissions for consideration in the fiscal budget for the Financial Year 2026/2027,” the notice.

The government emphasised strategies that promote inclusive economic growth and support the national development agenda, adding that all submissions should align with the bottom-up economic transformation agenda.

“The proposals should focus on specific amendments to tax laws for inclusion in the Finance Bill 2026. Submissions should align with the government’s Bottom-Up Economic Transformation Agenda, which seeks to achieve economic turnaround and inclusive growth through a value chain approach,” the statement reads

It also called on the public and relevant stakeholders to submit their recommendations, which will play a key role in shaping tax policies designed to boost revenue collection and foster balanced economic development.

“The proposals received will inform the formulation of tax measures for consideration in the Finance Bill 2026 to support ongoing efforts to strengthen revenue mobilisation and promote equitable and sustainable economic growth,” the treasury said
