Siaya County Assembly sets dates for cabinet and public service vetting

The Siaya County Assembly has announced approval hearings for nominees to key county positions, including the County Public Service Board (CPSB), County Executive Committee (CEC), and County Attorney, in line with constitutional and statutory requirements.

According to a notice shared by Siaya governor James Orengo on Friday, April 17, 2026, the vetting sessions will be conducted at the assembly’s boardroom 3 and Committee Room 3 on April 24 and April 27, 2026, with nominees required to appear in person and present supporting documents.

The notice signed by the County Assembly Clerk Eric Ogenga stated that the exercise is undertaken under Article 179(2)(b) of the Constitution of Kenya, 2010; the County Governments Act, 2012; and the Public Appointments (County Assemblies Approval) Act, 2017.

CPSB nominees first to face panel

The notice has stated that there will be five nominees for membership to the County Public Service Board appearing before the Committee on Appointments on Friday, 24 April 2026, at 9:00 am at the Siaya County Assembly Boardroom 3.

Those scheduled for vetting include Amb. Frost Edwin Otieno Josiah (Ugenya), Rose Achieng’ (Ugunja), Lawrence M. Odero (Alego Usonga), Dorothy Akinyi Owino (Gem), and Oscar Onyango (Rarieda), with hearings staggered hourly throughout the day.

Emma Velma Maumo, who has been nominated for the critical role of County Attorney, will be closing out the Friday session at 2:00 pm.

County Executive Committee Member Nominees

Pursuant to the provisions of Article 179(2)(b) of the Constitution of Kenya, 2010, read together with Section 35 of the County Governments Act, 2012, Public Appointments (County Assemblies Approval) Act, 2017 and Standing Order 195(4) of the Siaya County Assembly Standing Orders, the nominees are invited to appear before the Assembly Select Committee on Appointments at the County Assembly Building Committee Room 3 on Monday, April 27, 2026.

The nominees include George Odhiambo Nying’iro (Finance and Economic Planning), Joseph Rading Otieno (Governance and Administration), Christine Jenifer Akinyi (Trade and Cooperatives), Willis Okoth Ochieng’ (Agriculture), Erick Z. Abungu Odawa (Public Works and Transport), Ochogo Nicholas Kut (Tourism and Sports), Adhola Augustine Neto (Lands and Urban Development), and Grace Agola (Education and Social Services).

Strict vetting requirements issued

The Assembly has directed all nominees to collect or download vetting forms and submit them alongside key clearance documents by April 23, 2026, at 5:00 pm.

Required documents include identification papers, academic certificates, curriculum vitae, HELB, KRA, EACC, DCI, and CRB clearance certificates, as well as accreditation for foreign qualifications where applicable.
