Senate picks Homa Bay for 2025 Devolution Conference

The Senate has announced that this year’s Devolution Conference will be held in Homa Bay County from August 12 to 15, 2025, with a strong focus on equity, inclusion, and social justice.

Through an official statement shared on its Facebook account on Thursday, August 7, 2025, Parliament revealed that the 2025 edition of the national conference will take place at Homa Bay High School under the theme: “For the People, For Prosperity: Devolution as a Catalyst for Equity, Inclusion, and Social Justice.”

The annual Devolution Conference is one of the country’s most important forums for reviewing the progress of county governments, assessing policy frameworks, and shaping the future of devolved governance.

This year, the Senate says discussions will centre around how county governments can be re-engineered to accelerate development and close Kenya’s widening socio-economic gap. The tagline “Re-Engineering County Governments to Accelerate Development and Close the Socio-Economic Divide” captures the essence of what the meeting seeks to achieve.

Homa Bay Senator Moses Kajwang’, who chairs the Senate Committee on Devolution and Intergovernmental Relations, will play a key role in hosting the event alongside Speaker Amason Kingi and President William Ruto.

The selection of Homa Bay, a county that has historically faced development challenges, signals an effort by the Senate to bring national attention to regions that have yet to fully benefit from devolution, while also celebrating progress made since the devolved system was launched in 2013.

The forum will bring together leaders from national and county governments, development partners, civil society, and citizens to reflect on the progress of devolution, identify existing gaps, and chart a collective way forward.

With just two years to the next 2027 general election, the 2025 conference is also expected to set the tone for how counties can deliver more inclusive services, especially in health, infrastructure, and agriculture.

As Kenyans prepare to head to Homa Bay for this year’s event, the Senate has called on all stakeholders to participate in shaping “the future of devolved governance in Kenya.
