Ruto assents to 3 bills into law

President William Ruto has signed into law three major bills passed by the National Assembly to boost disaster management, forest conservation and equitable development in the country.

The three bills that were signed into law on Friday, May 29, 2026, are the mediated version of the National Disaster Amendment Bill No. 24 of 2023, the Forest Conservation and Management Amendment Bill 2025 and the Equalisation Fund Appropriation Bill 2025.

Speaking during the event at State House in Nairobi on Friday, May 29, 2026, the deputy chief of staff at the State House, Josphat Nanok, has noted that the president has assented to the bills into law pursuant to the constitution.

“Your excellency, sir, with both houses having discharged their law-making mandate in enacting these three pieces of legislation, it is now my most humble duty to petition your excellency as head of state and government to exercise the authority conferred upon you under Article 115 of the constitution and assent these bills into law,” Nanok said.

The deputy chief of staff has further noted that the Forest Conservation and Management Amendment Bill 2025 aims to enhance the legal and institutional systems of the forestry sector and create the Directorate of Forest Regulation.

Nanok further said that the Equalisation Fund Appropriation Bill 2025 was passed under Article 204(1) of the Constitution and is intended to help the development of the marginalised regions via the Equalisation Fund.

Deputy Chief of Staff (Performance and Delivery Management) Josphat Nanok observed that Parliament had fulfilled its constitutional duties in passing the bills and advised the president to formally enact the bills into law.

The signing ceremony at State House, Nairobi, was attended by Deputy President Kithure Kindiki, National Assembly Speaker Moses Wetang’ula and Senate Speaker Amason Kingi, alongside other senior government officials and parliamentary leaders.

The assent now paves the way for the implementation of the new laws by the relevant government agencies and institutions.
