The Directorate of Criminal Investigations has been allowed by a Nairobi court to continue holding a Kakuma policeman arrested over rape of a Sudanese refugee for seven days.

Milimani senior principal magistrate Bernard Ochoi the police to detain Police Constable Kennedy Kamande who has been on the run for a week at Capitol Hill police station to enable police transport him to Lodwar Law courts to face charges of rape.

“I have considered the application by the state and therefore the suspect is remanded to enable the DCI transport gethim from Nairobi to Lodwar.

The orders were granted after the DCI through chief Inspector Joseph Kiragu attached to Internal Affairs Unit (IAU) filed an application seeking more days to hold the suspects to enable them transport him to Lodwar court where Kamade is said to have escaped before taking plea on July 22, this year.

On Friday the court heard that Constable Kamande has been on the run for weeks after allegedly raping a foreigner at Kakuma Refugee Camp and was arrested yesterday by detectives attached to the Internal Affairs Unit (IAU).

The suspect is said to have been arrested at his rural home in Murangá County on Thursday morning and drove to Capitol Hill Police Station.

Constable Kamande has been accused of raping a South Sudanese refugee who was in police custody at Kakuma Police Station earlier this year.

According to documents filed in court, Kamade was first arrested on April 29, after a complaint was made to the unit by the United Nations Refugee Agency, UNHCR.

Later, the officer was arraigned before a Lodwar Magistrate’s Court where he was not charged after he escaped.

On July 22, the court issued a warrant for his arrest and directed the Officer Commanding Kakuma Police Station and the Director IAU to enforce the warrant.

“We pray the court to grant seven days to detain Kamande at Capitol police station as we take and produce him before Lodwar Law Courts to take plea,” Kiragu said.
