New spokesman appointed to replace Charles Owino at NPS
Bruno Isohi Shioso, National Police Service (NPS) spokesman.

Bruno Isohi Shioso, a former detective attached to the Directorate of Criminal Investigations (DCI) was yesterday appointed the National Police Service (NPS) spokesman.

Until his appointment, Shioso, was attached to United Nations Police (UNPOL) in New York as a team leader of the Serious and Organised Crime Team.

Shioso is an expert in transnational organised crime.

Prior to the secondment to UNPOL, Shioso, currently a Commissioner of Police, had served as a personal assistant to the late Karanja Gatiba and Ndegwa Muhoro.

He has also served as an instructor at the Kenya Police College Kiganjo, a deputy director at Banking Fraud Investigations Department (BFID) and the Kwale County Criminal Investigations Officer (CCIO).

Shioso takes over from Charles Owino who was moved to the Kenya National Focal Point (KNFPSA) as the deputy director. 

Owino, 51, and an Assistant Inspector General (AIG) was the longest serving spokesperson, having been in the position for close to nine years and has expressed interest to vie for the Siaya gubernatorial seat in 2022.

Shioso, a Commissioner of Police (CP) specialises in transnational organised crime with a bias to their impact to insecurity and conflicts within conflict, post-conflict and fragile regions.

He will now be tasked with damage control following perennial negative publicity of the police service over a decade.

In his public-face-saving role, Owino had been the voice of the service and in most cases has attempted to change the narrative by focusing on the service’s positive accomplishments, besides vehemently defending the police against accusations of corruption and extra-judicial killings.
