NCIC reminds Kenyans freedom of expression has limits after Bare Sahara remarks

The National Cohesion and Integration Commission has condemned Bare Sahara Ahmed’s remarks, describing them as hateful utterances.

In a statement on the NCIC official X account on Monday, April 27, 2026, the Commission called on Kenyans to uphold the law and promote unity rather than division.

“The National Cohesion and Integration Commission condemns in the strongest terms possible the hateful utterances made by Hon. Bare Sahara Ahmed from Garissa County,” NCIC stated.

As a Commission mandated to facilitate peaceful coexistence among Kenyans, NCIC has reminded all Kenyans that while the Constitution of Kenya guarantees freedom of expression, this right is not absolute.

Further adding that it does not extend to hate speech, incitement to violence, or propaganda for war.

At the same time, the Commission has noted that Kenyans have a duty to uphold the law and promote unity rather than division.

“We further emphasise that every Kenyan has the right to reside, work, and conduct lawful activities in any part of the country without fear of discrimination or intimidation,” NCIC explained.

While condemning the speech by Bare, NCIC noted that these freedom of expression rights are fundamental and must be respected at all times.

“We wish to inform the members of the public that in collaboration with other law enforcement agencies, the Commission has taken action leading to the arrest of the aspiring legislator,” NCIC noted.

Further explaining that this step underscores the Commission’s commitment to enforcing the law fairly and without fear or favour.

“The matter is now before the relevant authorities, and due process will be followed in accordance with the law,”NCIC stated.

Meanwhile, NCIC has urged all Kenyans to remain calm, exercise restraint, and refrain from spreading misinformation or engaging in actions that may heighten tensions while calling on all leaders and citizens to promote peaceful coexistence, mutual respect, and constructive dialogue.

“We must safeguard the peaceful gains and unity we have enjoyed as a country over time. Kenya belongs to all of us. Let us keep it peaceful and cohesive,” NCIC added.
