Nairobi is set to undergo a major administrative transformation with the creation of three new sub-regions, Nairobi North, Nairobi East, and Nairobi West, aimed at enhancing service delivery for the capital’s population, now estimated at over five million.

The announcement was made by Cabinet Secretary for Interior and National Administration Kipchumba Murkomen on November 13, 2025, via an X post, following a gazette notice dated November 11, 2025, published in The Kenya Gazette on November 12, 2025.

Murkomen highlighted the purpose of the restructuring, stating, “During the recently concluded Jukwaa La Usalama public forums, we promised to restructure and reinvigorate the National Administration to serve the people of Kenya better. We are committed to bringing services closer to wananchi through deliberate decentralisation and efficiency enhancement.”

The move addresses Nairobi’s high population density, with the new Service Delivery Coordination Units established under the National Government Co-ordination Act (Act No. 1 of 2013).

The gazette notice lists sub-counties included in the sub-regions, such as Starehe (Nairobi North), Makadara (Nairobi East), and Lang’ata (Nairobi West), which will be managed by officers at the rank of County Commissioner.

Appointments

To oversee the new sub-regions, Murkomen announced the promotion and appointment of three officials: Rose Wanjiru Chege for Nairobi West, Patrick Simiyu Werre for Nairobi East, and Simon Odhiambo Osumba for Nairobi North. These officials will report directly to the Regional Commissioner, Nairobi Region.

The gazette notice reinforces this structure, stating that the sub-regions “shall be managed by an officer in the rank of a County Commissioner,” formalising the new administrative framework.

Wider national administration changes

The restructuring in Nairobi is part of broader adjustments across the country, with promotions and postings of County Commissioners in other regions.

Murkomen noted, “As part of ongoing efforts to streamline operations within the National Government Administration, we have further promoted and posted the following officers in the rank of County Commissioner: Tana River – Joseph Mwangi Wamuti, Taita Taveta – Linda Adhiambo Okola, West Pokot David Ntawuasa Saruni, Kajiado – Michael K. Yator, Kericho – Jeremiah Mwai Gicheru, Vihiga – Peter Mwangi Maina.”

Serving County Commissioners have also been transferred to new stations, with changes effective immediately, reflecting feedback from the Jukwaa La Usalama public forums on security and service delivery concerns.

The gazette notice, signed by Murkomen and dated November 11, 2025, formalises the adjustments, marking a key step in the government’s decentralisation and efforts to enhance service delivery in Nairobi and across Kenya.
