MPs, not Ruto, to blame for the passing of controversial bills – High Court advocate Kinyanjui
High Court Advocate Harrison Kinyanjui has blamed MPs for the passage of the bill signed into law by President William Ruto.
In an interview with a local TV station on Wednesday, October 22, 2025, the attorney accused the MPs and senators of betraying the country by failing to discharge their mandates effectively.
According to the lawyer, the failure by the members of both houses to challenge the bills emanating from the executive was akin to short-changing Kenyans.
Blame MPs
“MPs are the ones who pass those bills. The President cannot sit and debate those laws. It is the members of the NA that have let down Kenyans; they have passed this law by default or design. They fail to attend when Kenyans expect them to attend; in absenting themselves either consciously or unconsciously, they are shortchanging the Kenyan people,” he stated.

“When MPs fail to challenge the bill from the executive. What are they doing to the Kenyan people? That is a betrayal of the trust placed in them by the Kenyan people. Whose allegiance do they hold supreme, that of their leaders or the people?” he posed.
His remarks come as scrutiny over the state of the current parliament in relation to discharging its responsibility as a house of the people goes.
Parliament’s responsibility
The 13th parliament has come under fire following the impeachment of Gachagua, where claims of massive fraud to pass the bill were made.
The allegations were recently given further credence with President Ruto alleging involvement of corruption from a section of members to pass certain bills.
Kinyanjui, in his analysis, has cast a bleak future for the legislative processes of the houses.
“Going forward, we do not think much will change. We have to ask if the MPs have the mettle or spine to challenge issues or take a stance. We have people saying that they will remain in the broad-based, as our leaders stated. These people will continue passing laws as they did with the 2024 finance bills and digging their own graves,” he stated.
